Note 1: Senior citizens who have registered for automatic withdrawal in or before 2023, and satisfy the eligibility requirements for automatic payment.
Note 2: Account owners who do not receive old-age or disability pension, Subsidy for Senior Citizens or Special Disability Subsidy can either use the "Macao One Account" or visit a service point to apply for withdrawal of funds.

The account owners who meet the following requirements can apply for making withdrawal of all or part of the money in their individual accounts. The account owner can make withdrawals, only once a year, of all or part of the money in his/her individual account.

For account owner age 65 or older (It can be processed through the "Macao One Account" and self-service machines)
For account owner reaching 60 years of age and not engaged in any paid activities (It can be processed through the "Macao One Account")
For account owner under age 65, who has been receiving disability pension from the Social Security Fund for more than one year (It can be processed through the "Macao One Account" and self-service machines)
For account owner under age 65, who is currently receiving special disability subsidy from the Social Welfare Bureau (It can be processed through the "Macao One Account" and self-service machines)
For account owner under age 65 and there is a need to bear huge medical expenses due to serious injury or illness of his or her own

Formalities and Required Documents

The fund withdrawal can be applied by logging in to the “Macao One Account” mobile app / online platform;
To apply through self-service machines: For account owners who reach 65 years of age and are receiving old-age pension or disability pension from the Social Security Fund, or subsidy for senior citizens or special disability subsidy from the Social Welfare Bureau, they can also use the self-service machines to apply for the withdrawal of funds if they are unable to submit the application in person or through a representative.
If necessary, account owners may submit the following documents in person or through a representative. The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website.
1. Application for Withdrawal of Funds L1 (Form for Download CH/PT); (Sample of form completion EN)
2. A photocopy of the account owner’s Macao SAR Resident ID Card (Beneficiaries currently receiving old-age or disability pension from the Social Security Fund (abbreviated to FSS in Macao) are exempt from submitting this, but required to produce their valid Macao SAR Resident ID Card (original or photocopy) for identity verification);
3. A photocopy of the account owner’s bank account in patacas (If the account owner has applied to deposit the money in the bank account that he/she receives old-age or disability pension from the FSS, or the subsidy for senior citizens or special disability subsidy from the SWB, he/she is exempt from submitting a photocopy of his/her bank account);
4. If the withdrawal of funds involves the balance of the contribution sub-account or preserved sub-account, the account owner must submit Form L1 - Attached table (Form for Download CH/PT) at the same time; (Sample of form completion EN)

A Photocopy of the account owner’s Macao SAR Resident ID Card;
The patient’s proof of illness issued by a locally-accredited medical unit (the document must indicate the patient’s illness during the 12 months prior to the date of application, including the name of illness, the severity of illness, the period of treatment and the patient’s condition. If the patient has the following illness, the proof of illness must indicate the relevant information at the same time.)
1. Malignant tumor: the proof of illness must indicate whether the patient has received anti-cancer treatment during the 12 months prior to the date of application, or that the patient is expected to receive one later, or whether the illness has metastasized or spread to other sites, or whether the illness is an advanced tumour.
2. Stroke: The proof of illness must indicate the date of the patient’s last stroke, and whether the patient is permanently incapacitated due to a stroke.
The patient’s proof of huge medical expenses due to serious injury or illness:
1. Declaration Form C/11(Form for Download CH/PT) (To be completed and signed by the patient. If the applicant is a relative of the patient, he/she must sign on the declaration form at the same time.) (Sample of form completion EN)
2. Documents, e.g. receipts or quotations, that can prove the medical expenses paid during the 12 months prior to the date of application, or the estimated medical expenses.

The account owner may use this reason to withdraw all or part of the funds from his/her individual account once. Once the application has been approved, the account owner cannot withdraw funds for the same reason again.

How to go through the formalities

Time Limit for Application

If an account owner dies, the balance in his/her individual account and any payment that he/she is entitled to receive under the law will be included in his/her estate. The administrator of the account owner’s waiting-to-be-divided property or his/her legitimate heir(s) can apply to make withdrawals of the remaining balance in his/her individual account.

Formalities and Required Documents

Applicants may submit the following documents in person or through a representative. The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website.

Application for Withdrawal of Funds (Withdrawal by the Heir) L2 (Form for Download CH/PT); (Sample of form completion EN)
Photocopy(ies) of the identification document(s) of the legitimate heir(s);
Photocopy of the notarial deed or judicial proof that shows the determination of heirship (required to produce the original for verification). If it is indicated in the notarial deed that there is a notarial will, the applicant will be required to submit a photocopy of the notarial will as well (required to produce the original for verification);
Photocopy of the death certificate of the deceased account owner;
Photocopy of the applicant’s bank account in patacas;
If the deceased account owner has more than one legitimate heir, the applicant can submit the Power of Attorney for making Withdrawals by the Heir (Form H/1) (Form for download CH / PT) (Sample of form completion EN), authorizing one or more than one heir to apply for making withdrawals and receiving the money on their behalf. If the application is filed by the administrator of the waiting-to-be-divided property, it is not required to submit the Power of Attorney.
