Social Security Benefits - Division of Benefits

Service Introduction

Social Security System includes benefit payments in the following forms:

Pensions:

Old-age pension, disability pension

Allowances:

Unemployment allowance, sickness allowance, birth allowance, marriage allowance, funeral allowance 

Others:

Compensation for occupational respiratory disease

Points to Note:

- The payments of old-age pension, disability pension, unemployment allowance and sickness allowance cannot overlap each other.
- If a beneficiary is qualified for more than one of the above-mentioned benefits, the Social Security Fund (abbreviated to FSS in Macao) should let the beneficiary know which one is the more favourable benefit payment and pay according to the beneficiary’s choice.
- Beneficiaries who receive old-age pension or disability pension are entitled to an additional payment in January of each year, which is equivalent to the amount of their pension payment of that month.
-The social security benefits cannot be seized and they are non-transferable.

Old-age Pension

Service Targets and Eligibility for Application

1. You must be at least age 65;

2. You must have habitually resided in Macao for at least 7 years;

3. You must have at least 60 months of contributions.

How to Apply

1. “Macao One Account”  or the E-Service Platform of FSS

2. You may visit a service point of the FSS to submit the documents in person or through a representative;

3. You may send the application documents by post to the FSS (Macao P.O. Box 3094).

 

Application documents (applicable to Points 2 and 3 of the Application Methods above)

1. A dedicated application form signed by the applicant ( Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2. A photocopy of the applicant’s Macao SAR Resident ID Card;

3. A photocopy of the applicant’s MOP bank account details;

4. If the applicant entrusts someone to submit the application on his/her behalf or sends the application by post, the original of the applicant’s valid proof of life documents for the year must be submitted.

 

To apply for/receive old-age pension on behalf of an incapacitated person

If the applicant is an incapacitated person (e.g. being in a coma, with intellectual disability, mental illness, dementia which makes him/her unable to manage property by him/herself), you may refer to the FSS’s website for the formalities for applying for/receiving benefits on behalf of an incapacitated person.

 

Performance Pledges

The vetting outcome will be communicated to the applicant within 14 working days from the next day after the applicant meets all eligibility requirements and submits all the required documents.

NOTE:

1. For special cases where the vetting process cannot be completed on time, the applicant will be notified within 10 working days from the next day after submitting the application.

2. Offline application: the vetting outcome will be communicated via a text message or an official letter; online application: the vetting outcome will be communicated via a push message of the Macao One Account, or an official letter.

Remarks

Calculation of amount

The monthly old-age pension received by beneficiaries who enroll after Law No. 4/2010 (Social Security System) came into force on 1 January 2011 (i.e. new system beneficiaries) is calculated according to the following formula:

 

Old-age pension amount = Maximum amount of old-age pension × No. of actual contribution months

                                                                                       360

 

The number of actual contribution months refers to the total number of contribution months accumulated in the last month of the quarter before the pension payment starts, up to 360 months.


Points to note:

1. Beneficiaries may file an application up to one month before expecting to meet the relevant eligibility requirement;

2. Old-age pension payment will start from the month when the application is submitted and the eligibility requirements are met;

3. Old-age pension is usually paid for three months of the current quarter in the middle of January, April, July and October;

4. The payment of old-age pension, disability pension, unemployment allowance and sickness allowance shall not overlap each other;

5. Beneficiaries are required to provide the proof of life in January each year;

6. An additional payment equal to the amount of old-age pension shall be paid in January each year;

7. If the number of contribution months of a new system beneficiary changes after his/her pension payment starts, the old-age pension amount will be re-adjusted in April each year, according to the total number of contribution months accumulated in December of the preceding calendar year;

8. For beneficiaries who have enrolled before Law No. 4/2010 (Social Security System) came into force (i.e. old system beneficiaries), they may apply for old-age pension according to the eligibility requirements and methods of the old system (Decree-Law No. 58/93/M) if they have not chosen to make retrospective contributions.

9. To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may do so via the “Macao One Account”, the E-Service Platform of FSS, or fill out the “Change of Personal Particulars Form”.

Early Old-age Pension

Remarks

Disability Pension

Service Targets and Eligibility for Application

1. You must have habitually resided in Macao for at least 7 years;

2. You must have at least 36 months of contributions;

3. You must have a disability certified by the medical board of the Social Security Fund (abbreviated to FSS in Macao) (a beneficiary is considered disabled if he or she is, absolutely incapable to work or earn a living, temporarily or permanently, due to a general disease, accident, occupational disease or occupational accident).

How to Apply

1.  “Macao One Account”  or the E-Service Platform of FSS ;

2.  You may visit a service point of the FSS to submit the documents in person or through a representative;

3. If the applicant is an incapacitated person (e.g. being in a coma, with intellectual disability, mental illness, dementia which makes him/her unable to manage property by him/herself), you may refer to the FSS’s website for the formalities of applying for/receiving benefit payment on behalf of a person with incapacity.

Application documents (applicable to Points 2 and 3 of the Application Methods above)

1. A dedicated application form signed by the applicant (Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2. A photocopy of the applicant’s Macao SAR Resident ID Card;

3. A medical certificate issued by a medical practitioner registered with the Macao Health Bureau within the last 3 months (Exceptions can be made if the Disability Assessment Registration Card shows that the disability is severe/extremely severe);

4. A photocopy of the Disability Assessment Registration Card (if any), together with a “Declaration Form” authorizing the FSS to request photocopies of the health status information and relevant documents for disability assessment;

5. A photocopy of the applicant’s MOP bank account details;

6. If the applicant entrusts someone to submit the application on his/her behalf, and the applicant uses a valid Disability Assessment Registration Card (Severe/Extremely Severe) as the documents for the medical board’s review, the original of the applicant’s valid proof of life documents for the year  must be submitted at the same time.


To apply for/receive disability pension on behalf of an incapacitated person

If the applicant is incapacitated (e.g. being in a coma, mental retardation, mental illness, dementia, etc. which makes him/her unable to manage the property on his/her own), please refer to the formalities to apply for/receive pension payment on behalf of an incapacitated person.

Performance Pledges

The applicant will be scheduled to have a health assessment by the FSS’s medical board, within 40 working days from the next day after the application and all the required documents are submitted.


Note:

Except in cases where the applicant requests a postponement and a medical home visit.

Remarks

Points to note:

1. Beneficiaries may file an application up to one month before expecting to meet the relevant eligibility requirement;

2. After submitting the application, the FSS will arrange the applicant to be assessed by the medical board at a designated time;

3. The disability pension payment will start from the month when the application is submitted and the eligibility requirements are met;

4. Disability pension is usually paid for three months of the current quarter in the middle of January, April, July and October;

5. The payment of old-age pension, disability pension, unemployment allowance and sickness allowance shall not overlap each other;

6. Beneficiaries are required to provide the proof of life in January each year;

7. An additional payment equal to the amount of disability pension will be paid in January each year;

8. If a beneficiary intends to work while receiving disability pension, he/she may participate in the “Employment Incentive Programme for Disability Pension Beneficiaries” and make declarations within the required time. For details, please refer to the Statutes of the “Employment Incentive Programme for Disability Pension Beneficiaries”;

9. If the beneficiary engages in paid work again, but fails to notify the FSS to stop the disability pension payment, or to report on time that he/she has participated in the “Employment Incentive Programme for Disability Pension Beneficiaries”, this may result in ceasing the disability pension payment and repayment of disability pension that he/she already received during the work period. If the beneficiary wants to receive disability pension again after he/she has stopped working, he/she must re-apply and receive a health assessment by the medical board again.

Unemployment Allowance

Service Targets and Eligibility for Application

1. You must be involuntarily unemployed;

2. You must still be unemployed for at least 15 days from the day of job-seeking registration with the Labour Affairs Bureau;

3. You must have contributed to the Social Security System as a beneficiary of the obligatory system for at least 9 months in the 12 months preceding the quarter in which job-seeking registration is made;

4. You must not have refused to accept a job commensurate with your professional competence.

 

How to Apply

1. “Macao One Account”  or the E-Service Platform of FSS ;

2. Cross-departmental one-stop service: When visiting a service point of the Labour Affairs Bureau for job-seeking registration and “Confirmation of Involuntary Unemployment Allowance”, you can bring the required documents mentioned above, and apply for unemployment allowance together;

3. Visit a service point of the Social Security Fund in person, or ask someone to submit the documentson your behalf.

Application documents (applicable to Points 2 and 3 of the Ways to apply mentioned above)

1.A dedicated application form signed by the applicant (Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2. Present the applicant’s Macao SAR Resident ID Card; 

3. A photocopy of the Receipt for Application for “Confirmation of Involuntary Unemployment Allowance (Electronic Version)” issued by the Labour Affairs Bureau (present the original);

4. A photocopy of termination of employment letter issued by the company (required to indicate the date and reason for termination of employment, and must have a signature and company seal);

5. A photocopy of the applicant’s MOP bank account information (This can be exempted if the applicant has received benefits from the Social Security System before and there is no change to the bank account information);

 

*If the applicant is incapacitated, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

 

When to Apply

1. The beneficiary may apply for unemployment allowance from the day of job-seeking registration with the Labour Affairs Bureau until 30 days after the end of unemployment status;

2. If the beneficiary’s unemployment status exceeds the maximum period (90 days) for which he/she is entitled to receive the allowance, he/she must apply at the latest within 30 days after the end of the said period.

Remarks

 

Duration of Allowance:

1. The unemployment allowance is paid up to 90 days in maximum in a period of 12 months, counting from the day of job-seeking registration.  The duration of the allowance is determined according to the period during which the applicant meets the eligibility requirements and also stated on the confirmation issued by the Labour Affairs Bureau;

2.If a beneficiary has already received 90 days of unemployment allowance within 12 months, he/she may only apply again if he/she meets the eligibility requirements after 12 months from the last day of entitlement to the allowance.

Points to note:

1.  When the unemployment status ends (e.g. the beneficiary establishes a new labour relationship or runs his/her own business), the Social Security Fund must be notified in writing within two days of its beginning;

2.  The payment of old-age pension, disability pension, unemployment allowance and sickness allowance shall not overlap each other.

3. To update the contact information (address, contact phone number/mobile phone number for receiving text messages), you can do so through the “Macao One Account”, Social Security Fund’s e-Services platform, or fill out the “Change of Personal Particulars Form”.

Sickness Allowance

Eligibility requirements

1. You must have a medical certificate proving that you are sick;

2. You must have contributed to the Social Security System for at least 9 months in the 12 months preceding the quarter of the onset of illness;

3. You must not have engaged in any paid work during the period of illness.

How to Apply

1. “Macao One Account” or the E-Service platform of FSS.

2. You may visit a service point of the FSS to submit the documents in person or through a representative.

 

Application documents (applicable to documents submitted in person or through a representative)

1. A dedicated application form signed by the applicant (Form filling instructions) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2. Present the applicant’s Macao SAR Resident ID Card;

3. Complete the Medical Certificate* on the dedicated form, which must be issued and properly signed by a medical practitioner holding a licence issued by the Macao SAR Government, and certified by the health institution where the diagnosis was made or the hospital where you stayed;

4. If there is a labour relationship during the illness, a declaration of absence made by the employer on a dedicated form or a proof of absence issued by the employer (with the signature of the employer or his/her legal representative and seal) must be submitted;

5. A photocopy of the applicant’s MOP bank account details (This can be exempted if the applicant has received a Social Security System’s benefit payment before and there is no change to the bank account information);

*If the applicant is incapacitated, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

When to Apply

1. From the next day of illness to 30 days after the illness ends;

2. If the period of illness exceeds the maximum period for which one is entitled to receive sickness allowance, the application shall be made no later than 30 days after the end of the maximum period.

NOTE:

Remarks

Duration of the allowance

The sickness allowance is calculated from the next day of illness:

–    Hospitalization allowance:  paid up to 180 days per year;

–    Non-hospitalization allowance:   paid up to 30 days per year.

Points to note:

1. The sickness allowance will not be paid in the following circumstances:

-  Damage caused by work accidents or occupational diseases;

-   Diseases caused by the act of a third party who shall be liable for the indemnity;

-   Diseases caused intentionally by the beneficiary him/herself.

2. The payment of old-age pension, disability pension, unemployment allowance and sickness allowance shall not overlap each other;

3. If a public administration staff enrolled in the Social Security System is still providing actual service for the public administrative authority, or his/her enrollment in the Provident Fund Scheme for Workers in the Public Services has not been cancelled, he/she is not entitled to sickness allowance or other benefits of the Social Security System, except old-age pension.

Birth Allowance

– You must have contributed to the Social Security System for at least 9 months in the 12 months preceding the quarter in which the child was born or adopted; or

– You must be currently receiving old-age or disability pension.

How to Apply

1.  “Macao One Account” or the E-Service Platform of FSS .

2.  You may visit a service point of the FSS to submit the documents in person or through a representative.

Application documents (applicable to documents submitted in person or through a representative)

 

1. A dedicated application form signed by the applicant (Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2. Present the applicant’s Macao SAR Resident ID Card;

3. You may give your written consent (can select on the application form) for the Social Security Fund to request the child’s birth registration information from the Macao Civil Registry Office (only applicable to cases where the child’s birth was registered in Macao), or provide a photocopy of the child’s birth registration certificate/a photocopy of the brief report on birth/a photocopy of the court judgment on the establishment of an adoptive relationship (all originals must be presented);

4. A photocopy of the applicant’s MOP bank account details (This can be exempted if the applicant has received the Social Security System's benefit payment before and there is no change to the bank account information);

**If the applicant is an incapacitated person, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

When to Apply

The application must be filed within 60 days from the date of the child’s birth or adoption.

Performance Pledges

The vetting outcome will be communicated to the applicant within 14 working days from the next day after the applicant meets all eligibility requirements and submits all the required documents.

NOTE:

1. For special cases where the vetting process cannot be completed on time, the applicant will be notified within 10 working days from the next day after submitting the application.

If a public administration staff enrolled in the Social Security System is still providing actual service for the public administrative authority, or his/her enrollment in the Provident Fund Scheme for Workers in the Public Services has not been cancelled, he/she is not entitled to birth allowance or other benefits of the Social Security System, except old-age pension;

Marriage Allowance

–  You must have contributed to the Social Security System for at least 9 months in the 12 months preceding the quarter in which the marriage date falls; or

–  You must be currently receiving old-age or disability pension.

How to Apply

2. You may visit a service point of the FSS to submit the documents in person or through a representative.

Application documents (applicable to documents submitted in person or through a representative)

1. A dedicated application form signed by the applicant (Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2. Present the applicant’s Macao SAR Resident ID Card;

3. You may give your written consent (can select on the application form) for the Social Security Fund to request marriage registration information from the Macao Civil Registry Office (only applicable to cases where the marriage was registered in Macao), or provide a photocopy of the front and back of the marriage certificate (the original must be presented);

4. A photocopy the applicant’s MOP bank account details (This can be exempted if the applicant has received a Social Security System’s benefit payment before and there is no change to the bank account information).

**If the applicant is an incapacitated person, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

When to Apply

The application must be filed within 60 days from the date of marriage.

Funeral Allowance

1. The deceased must be a beneficiary enrolled in the Social Security System;

2. The applicant must be the one who has bears the funeral expenses of the beneficiary.

3. A photocopy of the applicant’s MOP bank account details (This can be exempted if the applicant has received a Social Security System's benefit payment before and there is no change to the bank account information);

4. A photocopy of the beneficiary’s death certificate;

5. A photocopy of the funeral expenses receipt (the original must be presented);

**If the applicant is an incapacitated person, please refer to the formaliites for applying for/receiving benefits on behalf of an incapacitated person.

 

When to Apply

The applicant must file the application within 1 year from the date of the beneficiary’s death.

Performance Pledges

The vetting outcome will be communicated to the applicant within 14 working days from the next day after the applicant meets all eligibility requirements and submits all the required documents.

NOTE:

1. For special cases where the vetting process cannot be completed on time, the applicant will be notified within 10 working days from the next day after submitting the application.

2. Offline application: the vetting outcome will be communicated via a text message or an official letter; online application: the vetting outcome will be communicated via a push message of the Macao One Account, or an official letter.

Remarks

Points to Note:

1. In the event of the beneficiary’s death, the old-age/disability pension for the month of death and other benefits due but not yet received shall be paid, according to Article 489(2) of the Civil Code, to one of the family members who file an application within 90 days from the day following the date of  the beneficiary’s death;

2. If there are improperly received benefits that need to be repaid after the beneficiary’s death, his/her family member(s) or heir(s) should handle the relevant repayment matters together;

3. If the beneficiary is still a public administration staff who provides actual service for the public administrative authority on the date of death, or his/her enrollment in the Provident Fund Scheme for Workers in the Public Services has not been cancelled, the applicant is not entitled to the funeral allowance of the beneficiary;

4. To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may do so via the “Macao One Account”, the E-Service Platform of FSS, or fill out the “Change of Personal Particulars Form” (Non-beneficiaries or non-residents of Macao SAR must fill out the “Change of Personal Particulars Form” to provide contact information).

The Social Security Fund (abbreviated to FSS in Macao) bears the compensation for the beneficiary’s loss of working capacity or death due to occupational respiratory disease, including the payment of the beneficiary’s funeral expenses.  The disease is prescribed by the law applicable to work-related accident and occupational disease.

How to Apply

According to the law, information about the occupational disease patient must be reported to the Labour Affairs Bureau by a medical practitioner within the scope of occupational disease, who is familiar with the said disease, and the FSS will be informed by the Labour Affairs Bureau later.

Performance Pledges

After receiving the notice of transcript of occupational disease from the Labour Affairs Bureau, the notice of mediation time from the Public Prosecutions Office, and the clinical forensic medicine opinion, the agent of the FSS will participate in the mediation.  The vetting outcome will be communicated to the applicant via an official letter, within 30 days after the FSS receives the mediation report with the compensation amount from its agent.

Remarks

Amount of compensation: The amount of compensation is determined by the law applicable to the compensation for harm arising from work-related accident and occupational disease.
