Service Introduction

Social security system includes benefit payments in the following forms:

Pensions:

Old-age pension and disability pension

Allowances:

Unemployment allowance, sickness allowance, birth allowance, marriage allowance and funeral allowance 

Others:

Compensation for occupational respiratory disease

Points to Note:

  • The payments of old-age pension, disability pension, unemployment allowance and sickness allowance cannot coincide with one another.

  • If a beneficiary is qualified for more than one of the above-mentioned benefits, the Social Security Fund (abbreviated to FSS in Macao) should let the beneficiary know which one is the more favourable benefit payment and pay according to the beneficiary’s choice.

  • Beneficiaries who receive old-age pension or disability pension are entitled to an additional payment in January of each year, which is equivalent to the amount of their pension payment of that month.

  • The social security benefits cannot be seized and they are non-transferable.

Old-age Pension

  1. You must be at least age 65, or age 60 and confirmed by the medical board of the Social Security Fund to show apparent signs of premature decrepitude;
  2. You must have habitually resided in Macao for at least 7 years;
  3. You must have at least 60 months of contributions.
How to Apply

1. To apply for old-age pension, the applicant must bring the following documents to a service point of the Social Security Fund in person:

   1.1  A dedicated application form signed by the applicant (Form filling instructions) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

    1.2 A photocopy of the applicant’s Macao SAR Resident ID Card;

    1.3 A photocopy showing the applicant’s MOP bank account details.  If it is a joint account, a joint account declaration form “Declaration about the Use of a Joint Account (on Page 2 of Form DP1)” and photocopy(ies) of the identification document(s) of the co-owner(s) of the joint account must be submitted at the same time;

     1.4 To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may either complete the “Change of Personal Particulars Form”, or log in to Social Security Fund’s e-services platform with “Macao One Account”.

2. Submit the application by someone else/by post (application documents to be signed by the applicant):

     If the application is submitted by someone else or by post (P.O. Box 3094, Macau), besides the required documents mentioned above, the original of the applicant’s valid proof of life documents for the current year must be submitted as well.

*If the applicant is incapacitated, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

Performance Pledges

The vetting and approval process of the application will be completed and the applicant will be notified of the result within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

NOTE:

For special cases where the vetting and approval process cannot be completed on time, the applicant will be notified within 10 working days after the submission of application (exclusive of the day of submission).

Remarks

Amount of Pension:

The amount of monthly old-age pension received by (new) beneficiaries, who enrolled after Law 4/2010, Social Security System, entered into force on 1 January 2011, is calculated according to the following formula:

Co: No. of actual contribution months 

The number of actual contribution months refers to the total number of contribution months accumulated as at the last month of the calendar quarter before the old-age pension payment starts.

Points to note:

  1. Beneficiaries may file an application up to one month in advance, counting from the date on which they are expected to meet the relevant requirement;
  2. Provided that all the eligibility requirements are met, old-age pension will start from the month of application;
  3. The payment of old-age pension, disability pension, unemployment allowance and sickness allowance shall not overlap each other;
  4. Beneficiaries are required to provide the proof of life in January each year;
  5. An additional payment equal to the amount of old-age pension will be paid in January each year;
  6. If the number of contribution months of a new system beneficiary changes after his/her pension payment has started, the old-age pension amount will be re-adjusted in April each year, according to the total number of contribution months accumulated in December of the preceding calendar year;
  7. For beneficiaries who have enrolled before the entry into force of Law No. 4/2010 (Social Security System) (i.e. old system beneficiaries), they may apply for old-age pension according to the eligibility requirements and methods of the old system (Decree-Law No. 58/93/M) if they have not chosen to make retrospective contributions.
  8. Old-age pension is regularly paid, in the middle of the months of January, April, July and October, for three months of the current quarter.

Disability Pension

  1. You must have habitually resided in Macao for at least 7 years;
  2. You must have at least 36 months of contributions;
  3. You must have a disability certified by the medical board of the Social Security Fund (a beneficiary is considered disabled if he or she is temporarily or permanently incapacitated for work or earning a living as a result of general disease, accident, occupational disease or occupational accident).
How to Apply

1. To apply for disability pension, the applicant must bring the following documents to a service point of the Social Security Fund in person:

  1.1 A dedicated application form signed by the applicant (Form filling instructions) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

  1.2 A photocopy of the applicant’s Macao SAR Resident ID Card;

  1.3 A medical certificate issued by a medical practitioner registered with the Health Bureau of the Government of the Macao SAR within the last 3 months; or submit a photocopy of a valid Disability Assessment Registration Card (a “Declaration Form” must be submitted at the same time to agree to authorize the Social Security Fund to request photocopies of the health status information about the disability assessment and the supporting documents);

  1.4 A photocopy showing the applicant’s MOP bank account details.  If it is a joint account, a joint account declaration form “Declaration about the Use of a Joint Account (on Page 2 of Form DP1)”, and photocopy(ies) of the identification document(s) of the co-owner(s) of the joint account must be submitted at the same time;

  1.5 To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may either complete the “Change of Personal Particulars Form”, or log in to Social Security Fund’s e-services platform with “Macao One Account”.

2. Submit the application by someone else (application documents to be signed by the applicant):

If the applicant is unable to submit the application in person, he/she may ask someone to submit on his/her behalf the required documents mentioned above.  In addition, if the applicant submits a valid Disability Assessment Registration Card (Severe/Very Severe) as the review document for the medical board, the original of the applicant’s valid proof of life documents for the current year must be submitted at the same time.

*If the applicant is incapacitated, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

Performance Pledges

The date of receiving a health assessment conducted by the FSS medical board:
The applicant will be arranged to receive a health assessment conducted by the FSS medical board within 40 working days after the submission of the application together with the required documents.
(Note: Except for the cases where the applicant requests for a postponement and for a home health assessment)

Remarks

Disability pension amount:  MOP 3,740 per month

Points to note:

  1. Beneficiaries may file the application up to one month in advance, counting from the date on which they are expected to meet the relevant requirement;
  2. After submitting the application, the Social Security Fund will arrange for the applicant to receive an assessment conducted by its medical board at an appointed time;
  3. Provided that all the eligibility requirements are met, disability pension will start from the month of application;
  4. The payment of old-age pension, disability pension, unemployment allowance and sickness allowance shall not overlap each other;
  5. Beneficiaries are required to provide the proof of life in January each year;An additional payment equal to the amount of disability pension will be paid in January each year;
  6. An additional payment equal to the amount of disability pension will be paid in January each year;
  7. If a beneficiary intends to work while receiving disability pension, he/she may participate in the “Employment Incentive Programme for Disability Pension Beneficiaries” and make a declaration at the designated time.  For details, please refer to the Statutes of the “Employment Incentive Programme for Disability Pension Beneficiaries”;
  8. If the beneficiary engages in paid work again, but fails to notify the Social Security Fund to stop the payment of disability pension, or to report on time that he/she has participated in the “Employment Incentive Programme for Disability Pension Beneficiaries”, this may result in cessation of disability pension payment and repayment of disability pension received during the work period.  If the beneficiary wants to receive disability pension again after he/she has stopped working, he/she must re-apply and receive a health assessment by the medical board.
  9. Disability pension is regularly paid, in the middle of the months of January, April, July and October, for three months of the current quarter.

Unemployment Allowance

  1. You must be involuntarily unemployed;
  2. You must still be unemployed for at least 15 days from the day of job-seeking registration with the Labour Affairs Bureau;
  3. You must have contributed to the Social Security System as a beneficiary of the obligatory system for at least 9 months in the 12 months preceding the quarter in which job-seeking registration is made;
  4. You must not have refused to accept a job commensurate with your professional competence.

 

How to Apply

Required documents:

  1. A dedicated application form signed by the applicant (Form filling instructions) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);
  2. Present the applicant’s Macao SAR Resident ID Card; 
  3. A photocopy of the Receipt for Application for “Confirmation of Involuntary Unemployment Allowance (Electronic Version)” issued by the Labour Affairs Bureau (the original must be presented);
  4. A photocopy of termination of employment letter issued by the company (required to specify the date and reason for termination of employment, with signature and company seal);
  5. A photocopy of the applicant’s MOP bank account details (This can be exempted if the applicant has received benefit payments from the Social Security Fund before and there are no changes to the bank account information);
  6. To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may either complete the “Change of Personal Particulars Form”, or log in to the Social Security Fund’s e-services platform with “My Government Account of Macao SAR”.

Cross-departmental one-stop service:

When the applicant him/herself goes to a service point of the Labour Affairs Bureau for “job-seeking registration” and “confirmation of involuntary unemployment allowance”, he/she may bring the required documents mentioned above (except Point 3) to apply together the unemployment allowance.

If the applicant needs to ask someone to submit the unemployment allowance application on his/her behalf, the required documents mentioned above must be submitted to a service point of the Social Security Fund.

 

*If the applicant is incapacitated, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

 

Time Needed
  1. The beneficiary may apply for unemployment allowance from the day of job-seeking registration with the Labour Affairs Bureau until 30 days after the end of unemployment status;
  2. If the beneficiary’s unemployment status exceeds the maximum period (90 days) for which he/she is entitled to receive the allowance, he/she must apply at the latest within 30 days after the end of the said period.

Amount of Allowance:  MOP150 per day

Duration of Allowance:

1. The unemployment allowance is paid up to 90 days in maximum in a period of 12 months, counting from the day of job-seeking registration.  The allowance is based on the period stated in the confirmation letter issued by the Labour Affairs Bureau which the applicant meets the eligibility requirements;

2.If a beneficiary has already received 90 days of unemployment allowance within 12 months, he/she may only apply again if he/she meets the eligibility requirements after 12 months from the last day of entitlement to the allowance.

Points to note:

1.  When the unemployment status ends (e.g. the beneficiary establishes a new labour relationship or runs his/her own business), the Social Security Fund must be notified in writing within two days of its beginning;

2.  The payment of old-age pension, disability pension, unemployment allowance and sickness allowance shall not overlap each other.

Sickness Allowance

  2. You must not have engaged in any paid work during the period of illness.

 

 

How to Apply

To apply for sickness allowance, the applicant may bring the following documents to a service point of the Social Security Fund in person, or ask someone to submit the required documents on his/her behalf:

1. A dedicated application form signed by the applicant (Form filling instructions) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2.Present the applicant’s Macao SAR Resident ID Card;

3.The medical certificate on the dedicated form must be issued and duly signed by a medical practitioner licensed by the Government of the Macao SAR, and certified by the health facility where the diagnosis is made or the hospital to which the applicant is admitted;

4.If a labour relationship exists during the period of illness, a declaration made by the employer on the dedicated form, or proof of absence from work issued by the employer (with the employer’s signature and company seal) must be submitted;

5.A photocopy showing the applicant’s MOP bank account details (This can be exempted if the applicant has received benefit payments from the Social Security Fund before and there are no changes to the bank account information);

6.To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may either complete the “Change of Personal Particulars Form”, or log in to Social Security Fund’s e-services platform with “Macao One Account”.

*If the applicant is incapacitated, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

Time Needed

The beneficiary may apply for sickness allowance from the second day of illness until 30 days after the end of illness.

If the period of illness exceeds the maximum period for which the beneficiary is entitled to sickness allowance, the application must be filed at the latest within 30 days after the end of the maximum period.

The vetting and approval process of the application will be completed and the applicant will be notified of the result within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

NOTE:

Remarks

Amount of allowance and duration of the allowance:

The sickness allowance is calculated from the second day of illness;

-Hospitalization allowance: MOP150 per day, for a maximum of 180 days each year;

-Non-hospitalization allowance: MOP114 per day, for a maximum of 30 days each year.

Notes:

1. The sickness allowance will not be paid in the following cases:

-  Harm caused by work accidents or occupational diseases;

-   Diseases caused by the act of a third party who shall be liable for the indemnity;

-   Diseases deliberately caused by the beneficiary himself/herself.

2.The payment of old-age pension, disability pension, unemployment allowance and sickness allowance cannot overlap each other;

3.If a public administration staff enrolled in the Social Security System is still providing actual service to the public administrative authority, or before his/her enrollment in the Provident Fund Scheme for Workers in the Public Services is cancelled, he/she will not be entitled to sickness allowance or other benefits of the Social Security System, except old-age pension;

4.The public administration staff mentioned above who are not entitled to the health care under the "General Rules for Macao Public Administration Staff" are required to fill in the "Declaration for People Working in Public Administrative Authority" for making a declaration.

Birth Allowance

– You must have contributed to the Social Security System for at least 9 months in the 12 months preceding the quarter in which the child was born or adopted; or

–  You must be currently receiving old-age or disability pension.

How to Apply

1. Applicants may log in to the following electronic channels through “Macao One Account” to apply for the allowance:

1.1      "Macao One Account" mobile application; or

1.2      “Macao One Account” online platform (https://www.publicservice.gov.mo/); or

1.3      Social Security Fund’s e-services platform (https://www.fss.gov.mo/en/eservice); or

 

2. Applicants may bring the following documents to a service point of the Social Security Fund to apply for the allowance in person, or ask someone to submit the required documents on their behalf:

2.1      A dedicated application form signed by the applicant (Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

2.2      Present the applicant’s Macao SAR Resident ID Card;

2.3      A photocopy of the child’s birth registration certificate/a photocopy of the brief report on birth/a photocopy of the court judgment on the establishment of an adoptive relationship (all originals must be presented), or a written consent (can be selected on the application form) for the Social Security Fund to request the relevant information from the Civil Registry Office of the Government of the Macao SAR;

2.4      A photocopy showing the applicant’s MOP bank account details (This can be exempted if the applicant has received payments from the Social Security Fund before and there are no changes to the bank account information);

2.5      To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may either complete the “Change of Personal Particulars Form”, or log in to the FSS’s e-services platform with “My Government Account of Macao SAR”.

 

**If the applicant is an incapacitated person, please refer to the formalities for applying for/receiving benefits on behalf of an incapacitated person.

Time Needed

The application must be filed within 60 days from the date of the child’s birth or adoption.

Points to Note:

  1. If both parents are eligible for birth allowance, they may apply for the allowance at the same time;
  2. Birth certificates issued outside the Macao SAR can also be used for applying for birth allowance;
  3. If a public administration staff enrolled in the Social Security System is still providing actual service to the public administrative authority, or before his/her enrollment in the Provident Fund Scheme for Workers in the Public Services is cancelled, he/she shall not be entitled to birth allowance or other benefits of the Social Security System, except for old-age pension;
  4. –  You must be currently receiving old-age or disability pension.

How to Apply

  1.2      “Macao One Account” online platform (https://www.publicservice.gov.mo/); or

  1.3      Social Security Fund’s e-services platform (https://www.fss.gov.mo/en/eservice); or

 

2.Applicants may bring the following documents to a service point of the Social Security Fund to apply for the allowance, or ask someone to submit the required documents on their behalf:

  2.1      A dedicated application form signed by the applicant (Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

  2.3      A photocopy of the front and back of the marriage certificate (the original must be presented), or a written consent (can be selected on the application form) for the Social Security Fund to obtain the marriage registration information from the Civil Registry Office of the Government of the Macao SAR;

  2.4      A photocopy showing the applicant’s MOP bank account details (This can be exempted if the applicant has received payments from the Social Security Fund before and there are no changes to the bank account information);

2.5      To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may either complete the “Change of Personal Particulars Form”, or log in to the FSS’s e-services platform with “Macao One Account”.

Remarks

Amount of Allowance: MOP2,122

  1. If both spouses are eligible for marriage allowance, they may apply for the allowance at the same time;
  2. Marriage certificates issued outside the Macao SAR can also be used for applying for marriage allowance;
  3. If the applicant registers a marriage in Macao and wants to apply for marriage allowance through “Macao One Account”, and he/she gets married in a Catholic wedding ceremony, please use “Macao One Account” only from the 6th working day after the date of church wedding to apply for the allowance;
  4. If a public administration staff enrolled in the Social Security System is still providing actual service to the public administrative authority, or before his/her enrollment in the Provident Fund Scheme for Workers in the Public Services is cancelled, he/she shall not be entitled to marriage allowance or other benefits of the Social Security System, except for old-age pension;
  5. The public administration staff mentioned above who are not entitled to the marriage allowance under the "General Rules for Macao Public Administration Staff" are required to complete the "Declaration for People Working in Public Administrative Authority" for making a statement (The form can be downloaded from the website or obtained from a service point of the Social Security Fund).

How to Apply

1.Applicants may log in to the following electronic channels through “Macao One Account” to apply for the allowance:

  1.1  "Macao One Account" mobile application; or

  1.2  “Macao One Account” online platform (https://www.publicservice.gov.mo/); or

  1.3 Social Security Fund’s e-services platform (https://www.fss.gov.mo/en/eservice); or

2.Applicants may bring the following documents to a service point of the Social Security Fund to apply for the allowance in person, or ask someone to submit the required documents on their behalf:

   2.1      A dedicated application form signed by the applicant (Sample form) (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

   2.2      A photocopy of the applicant’s identification document;

   2.3      A photocopy showing the applicant’s MOP bank account details (This can be exempted if the applicant has received payments from the Social Security Fund before and there are no changes to the bank account information);

   2.4      A photocopy of the beneficiary’s death certificate;

   2.5      A photocopy of the funeral expenses receipt (the original must be presented).  If the applicant is unable to submit and present the funeral expenses receipt, he/she is required to complete the "Declaration of the Reason for Failing to Present the Funeral Expenses Receipt" (The form can be downloaded from the website or obtained from a service point of the Social Security Fund);

   2.6      To update the contact information (address, contact phone number/mobile phone number for receiving text messages), the applicant may either complete the “Change of Personal Particulars Form”, or log in to the FSS’s e-services platform with “My Government Account of Macao SAR” (If the applicant is not a beneficiary or is not a resident of Macao, he/she must complete the “Change of Personal Particulars Form” to provide the contact information).

Time Needed

The applicant must file the application within one year from the date of the beneficiary’s death.

Performance Pledges

The vetting and approval process of the application will be completed and the applicant will be notified of the result within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

NOTE:

For special cases where the vetting and approval process cannot be completed on time, the applicant will be notified within 10 working days after the submission of application (exclusive of the day of submission).

Remarks

Amount of allowance:MOP 2,750.

Points to Note:

  1. In the event of the beneficiary’s death, the old-age/disability pension for the month of death and other benefits due but not yet received shall be paid, according to Article 489(2) of the Civil Code, to one of the family members who file the application within 90 days from the day that immediately follows the date of the beneficiary’s death;
  2. If, after the beneficiary’s death, there are benefits improperly received that need to be repaid, his/her family member(s) or heir(s) shall also make the repayment.

Service Targets and Eligibility for Application

The Social Security Fund (abbreviated to FSS in Macao) bears the compensation for the beneficiary’s loss of working capacity or death due to occupational respiratory disease, including the payment of the beneficiary’s funeral expenses.  The disease is prescribed by the law applicable to work-related accident and occupational disease.

How to Apply

According to the law, information about the occupational disease patient must be reported to the Labour Affairs Bureau by a medical practitioner within the scope of occupational disease, who is familiar with the said disease, and the FSS will be informed by the Labour Affairs Bureau later.

Amount of compensation: The amount of compensation is determined by the law applicable to the compensation for harm arising from work-related accident and occupational disease.
