Objection Statement of the Non-Mandatory Central Provident Fund System

Service Introduction

Service Target and Eligibility Criteria

Account owners who are not included in the list of fund allocation may file an objection statement to the Social Security Fund.If an account owner was outside the Macao SAR in a relevant calendar year due to the following reasons, the period that he or she stayed outside the Macao SAR can also be counted as the time he or she stayed in Macao.  The account owner is required to provide sufficient evidence of his/her own:

  1. For account owner who attended higher level courses recognized by local competent authority;
  2. For account owner who was hospitalized;
  3. For account owner who reached age 65 and habitually resided in mainland China;
  4. For account owner under age 65 but habitually resided in mainland China on health grounds, particularly for the need for non-hospital nursing, palliative therapy, rehabilitative services or family care;
  5. For account owner who worked outside the Macao SAR for an employer registered with the Social Security Fund;
  6. For account owner who worked outside the Macao SAR in order to bear the main living expenses of his or her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR;
  7. For account owner who performed official duties, performed duties for the Macao SAR or discharged other official duties;
  8. For account owner who had humanitarian or other properly explained reasons.

Application Result

After the account owner has submitted the objection statement and analyzed and processed by the Social Security Fund, he/she will be included in the list of fund allocation if he/she satisfies the requirement for fund allocation.

The prescription of claiming the right to the funds of 2019 is three years, i.e., the right will expire on 31 December 2022. Late filing of the objection statement will result in the invalidity of the right.

  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. The proof of school attendance (Proof of School Attendance Template) or transcript (information on January to December 2018) issued by the school in 2019, or printed online. The proof of school attendance or transcript must contain the school name, the account owner’s name (must be consistent with the information on the ID card), and the student ID number, the period of school attendance, the name of major/faculty (must be a higher education course recognized by the local competent authorities).

    2. Fill in the “Declaration about Residence in Mainland China” section of the Objection Statement (Form RP) (the two witnesses must sign to testify), and submit photocopies of their Macao SAR Resident ID Cards.

If the account owner is unable to provide the proof of residence, he/she must explain the reason on Declaration Form C/5, provide two Macao SAR residents as witnesses (Witnesses must sign to testify) and submit photocopies of their Macao SAR Resident ID Cards;
  5. Fill out Declaration Form C/5 (Form for Download CH/PT) (Sample of form completion EN), giving details about the medical condition of the account owner, the medical treatment that he/she received in mainland China and who was taking care of him/her at that time.

  5.  Declaration of the account owner about his/her payment for the living expenses (Declaration Form C/6, Form for Download CH/PT); (Sample of form completion EN)
  6. Evidence of payment for the main living expenses (e.g. remittance slip of the year 2018, showing the account owner’s full name and the full name(s) of the dependent(s)). If the account owner is unable to provide any supporting documentation, he/she must explain the reason on Declaration Form C/6 and provide two Macao SAR residents as witnesses (Witnesses must sign to testify) and submit photocopies of their Macao SAR Resident ID Cards.
    1. If the account owner needs to support a child who studies in Macao, he or she is required to provide the child’s student ID and transcripts (information on January to December 2018).  If the child is attending senior high school or college outside of Macao, in addition to photocopies of the proof of school attendance (Proof of School Attendance Template) and transcripts of the child (information on January to December 2018), the account owner must also provide photocopies of the transcripts or diplomas of the child when he/she was in junior and senior high schools in Macao.  The account owner must specify in writing, where he/she habitually resided and worked before working outside of Macao, when he/she started to pay for the living expenses, and submit relevant supporting documents.

Time Limit for Application

The prescription of claiming the right to the funds of 2019 is three years, i.e., the right will expire on 31 December 2022. Late filing of the objection statement will result in the invalidity of the right.

Account owners may submit the following documents in person or through a representative:

  1. Objection Statement (RP) – Fund Allocation of 2019 (Form for Download CH/PT); (Sample of form completion EN)
  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. Fill out Declaration Form C/8 (Form for Download CH/PT) (Sample of form completion EN) and submit documents related to the account owner’s performance of duties or discharge of official duties outside the Macao SAR in the year 2018;
  4. If the account owner is incapacitated, please read the Formalities of Raising an Objection on Behalf of an Incapacitated Account Owner.
