Service Introduction

Service Targets and Eligibility for Application

  1. Application for Enrollment in the Arbitrary System
    A person who has never enrolled as a beneficiary of the Social Security Fund and is in any of the following cases:

    1. Employee who is the spouse of the employer, or who has de facto marital relationship with the employer, or who is a relative up to the second degree of relationship who lives and has meals with the employer;
    2. Employee who has a relationship established under an apprenticeship training contract, or through a vocational training system that aims to integrate the trainee into the employment market;
    3. A Macao SAR resident who has attained 18 years of age and has stayed in the Macao SAR for at least 183 days during the 12 months before filing the application for enrollment (the number of days that the applicant stays in the Macao SAR for the month of application is not counted):
      1. The applicant must meet the requirement for being in the Macao SAR for at least 183 days. (The applicant is required to make a declaration at the time of filing the application. The Social Security Fund can verify the declaration based on the information provided by the public entities)
      2. If the applicant was outside the Macao SAR due to the following reasons, the period concerned can also be considered as being in Macao, but relevant proof must be provided:
        1. He or she attended middle school or higher level courses recognized by the local authority in charge;
        2. He or she was hospitalized due to injury or illness;
        3. He or she attained 65 years of age and habitually resided in mainland China;
        4. He or she worked abroad in order to bear the main living expenses of his or her spouse and immediate family in the Macao SAR.
          NOTE: Based on humanitarian or other duly justified reasons, the Chief Executive may permit the period that the applicant was outside the Macao SAR for reasons other than the above ones, to be also considered as being in the Macao SAR.
  2. Start the Payment of Contributions of the Arbitrary System
    Beneficiaries who have enrolled with the Social Security Fund, and are not hired to work for others in the Macao SAR.
  3. Suspend the Payment of Contributions of the Arbitrary System
    Beneficiaries who have already started the payment of contributions of the arbitrary system.
  4. Payment of Contributions of the Arbitrary System
    Beneficiaries who have already started the payment of contributions of the arbitrary system.
  5. In-Service Public Administration Staff Enrolled in the Retirement, Widow and Orphans’ Pensions Scheme - Application for Enrollment in the Arbitrary System
    In-service public administration staff already enrolled in the Retirement, Widow and Orphans’ Pensions Scheme but never enrolled as a beneficiary of the Social Security Fund.
  6. In-Service Public Administration Staff Enrolled in the Retirement, Widow and Orphans’ Pensions Scheme - Start the Payment of Contributions of the Arbitrary System
    In-service public administration staff already enrolled in the Retirement, Widow and Orphans’ Pensions Scheme and enrolled as beneficiaries of the Social Security Fund.
  7. In-Service Public Administration Staff Enrolled in the Retirement, Widow and Orphans’ Pensions Scheme - Suspend the Payment of Contributions of the Arbitrary System
    In-service public administration staff already enrolled in the Retirement, Widow and Orphans’ Pensions Scheme and started the payment of contributions of the arbitrary system.
  8. In-Service Public Administration Staff Enrolled in the Retirement, Widow and Orphans’ Pensions Scheme - Payment of Contributions of the Arbitrary System
    In-service public administration staff already enrolled in the Retirement, Widow and Orphans’ Pensions Scheme and started the payment of contributions of the arbitrary system.
  9. Change of Personal Particulars
    A beneficiary or an individual account owner who needs to change personal identity information, address or phone number with the Social Security Fund.

How to go through the formalities

Formalities and Required Documents
  1. Fill out the Application for Enrollment in the Arbitrary System (form FSS/DC-75) (Sample of form completion ) (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
  2. The front and back photocopy of the applicant’s valid Macao SAR Resident ID Card;
  3. If you stay in Macao for less than 183 days within the 12 months prior to application for enrollment in the arbitrary system for one of the four reasons provided in Article 13(2) of Law No. 4/2010, you must submit the following documents as well:
    1. Declaration Form for Enrollment in the Arbitrary System (Form D/1) (Sample of form completion) (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
    2. Submit the following documents according to different reasons:
      1. He or she attended middle school or higher level courses recognized by the local authority in charge:
        - The proof of attendance issued by the school or printed online, a transcript or a student ID must contain information such as the school name, the name of applicant (must be consistent with the information on the ID card), the course name and course level, the year of study, the period of school attendance (should include the period of school attendance within the 12 months prior to application for enrollment in the arbitrary system).         - Admission notice, payment notice/receipt and class schedule issued by the school are not accepted as proof of school attendance.
      2. He or she was hospitalized due to injury or illness:
        - The proof of hospitalization issued by the hospital must contain information such as the hospital name, the name of applicant (must be consistent with the information on the ID card), the period of hospital stay (should include the period of hospital stay within the 12 months prior to application for enrollment in the arbitrary system).       3. He or she attained 65 years of age and habitually resided in mainland China:
        - The proof of residence issued by the civil affairs department, the resident committee, the villager committee in mainland China must contain information such as the name of agency, the name of applicant (must be consistent with the information on the ID card), the place of residence, the period of residence (should include the period of residence within the 12 months prior to application for enrollment in the arbitrary system).       4. He or she worked abroad in order to bear the main living expenses of his or her spouse and immediate family in the Macao SAR:
        1. Declaration Form D/6 (For applicant who worked abroad in order to bear the main living expenses of his or her spouse and immediate family in the Macao SAR) (Sample of form completion); (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
        2. Document(s) to prove that the applicant has borne the main living expenses of his or her spouse and immediate family (e.g., remittance slip). The relevant documents must include the time period within the 12 months prior to application for enrollment in the arbitrary system;
        3. Proof of employment letter
          - If you are employed by others, you must submit the proof of employment issued by your local employer. The document must contain information such as the company name and address, the name of applicant (must be consistent with the information on the ID card), the period of employment (should include the period of employment within the 12 months prior to application for enrollment in the arbitrary system) and position held by the applicant.           - If you are not employed by others (e.g. owners of a business or self-employed persons), you must provide documents such as business license, or license to practice (should include the period of employment within the 12 months prior to application for enrollment in the arbitrary system).
          NOTE: If the applicant is unable to provide a document to prove that he or she has borne the main living expenses of his or her spouse and immediate family, this can be replaced by the declaration of the applicant and two witnesses, provided that adequate justification is given.
  4. If the application is made on "humanitarian or other properly explained reasons", you must complete Declaration Form F/7 (For humanitarian or other duly justified reasons, the applicant applies for the period that he or she stayed outside the Macao SAR to be considered as the time staying in Macao) (Sample of form completion), and submit the relevant supporting documents. (The declaration form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
    - In case of illness, the proof of illness issued by a medical institution must be submitted. The document must contain information such as the name of medical institution, the name of applicant (must be consistent with the information on the ID card), the name of illness, the applicant's medical condition, the period of illness (should include the period of illness within the 12 months prior to application for enrollment in the arbitrary system), the treatment modalities, etc. (Template for proof of illness)
  5. If an applicant is incapacitated (e.g. the applicant is unable to manage his or her own property by him/herself because he or she is in a coma, or he or she has mental retardation, mental illness, dementia, etc.), the following persons (the legal agent, the spouse, a relative within the third degree of consanguinity such as the parents/children, grandparents/grandchildren, siblings, great-grandparents/great-grandchildren, siblings of parents, nephew and niece, the institution that takes care of the applicant) may apply on his or her behalf. The representative must also submit the following documents:
    1. Fill out the Declaration Form D/3 (For applying on behalf of the applicant) (Sample of form completion); (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
    2. The front and back photocopy of the identification document of the representative;
    3. If the representative is the legal agent, it is required to submit document(s) to prove his or her identity as the legal agent. If the representative is his or her spouse, a relative by blood up to the third degree of relationship or the institution that takes care of the applicant, it is required to submit document(s) to prove his or her relationship to the applicant;
    4. It is required to submit a document issued by a public health institution or a social welfare agency to prove the applicant’s incapacitated condition (except where the representative is his or her legal agent).

  2. Contribution amount: According to the Executive Order, the contribution amount is 90 patacas per month with effect from 1 January 2017.

Time Required to Process

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission). (Performance Pledge)
NOTE: For special cases where the approval process cannot be completed on time, the applicant will be notified within 10 working days after the submission of application (exclusive of the day of submission).

Remarks/Points to Note

  1. After processing the application for starting the payment of contributions, the Social Security Fund will notify the applicant by mail or mobile text message (SMS).
  2. Before the contribution month, the Social Security Fund will start to mail out the Payment Advice of Contributions of the Arbitrary System to beneficiaries who have already started the payment of contributions of the arbitrary system. If a beneficiary does not receive a contribution payment advice by the middle of the contribution month, he/she can log in to the electronic service platform of the Social Security Fund with his/her “Conta Única de Acesso Comum”/ePass account to download the Payment Advice of Contributions of the Arbitrary System, or he/she can go to a service point of the Social Security Fund for the re-print of the Contribution Payment Advice (please bring a photocopy of the beneficiary’s ID card, or an old receipt for payment of contributions of the arbitrary system).
  3. For beneficiaries who have applied to pay contributions by AutoPay, they will not receive thePayment Advice of Contributions of the Arbitrary System
  4. You need to go to the related bank before the contribution month to appy for the AutoPay service. If the application is filed in the contribution month, the Autopay service will be effective from the next contribution quarter.
  5. Besides the AutoPay service that automatically deducts contributions from the related bank on the last working day of the contribution month, those who use online banking or BOC EXPRESS for their contribution payment should pay attention to the cut-off time of the related service of each bank in order to avoid paying the contributions late.
  6. Time limit for payment of contributions: The contributions of the preceding quarter are paid quarterly in January, April, July and October, being all paid by the beneficiary him/herself.

    – pay in cash, by cheque or cashier order (bill payable to “Instituto para os Assuntos Municipais”), by UnionPay QuickPass and Macau Pass;
  3. Designated banks
    – pay at service counter, or by autopay, online banking, ATMs of Jetco Network, or BOC EXPRESS.
  4. Self-Service Machines

Remarks/Points to Note

  1. Late payment of contributions
    If the contributions are not paid within the statutory period, the default contributions cannot be rectified except in the following circumstances:

    1. The contributions and a late payment interest must be paid within two months after the expiration of the statutory period. The interest is calculated at a monthly interest rate of 3% on the total amount of contributions overdue, where a fraction of a month shall be counted as a full month. If the calculated amount of interest is less than 50 patacas, it will also be levied at 50 patacas.
    2. The reason for failing to pay contributions belongs to a force majeure situation accepted by the Administrative Committee of the Social Security Fund.
  2. In the contribution month, the beneficiary can log in to「the Social Security Fund's Electronic Service Platform using the Acesso comum aos serviços públicos da RAEM / ePass account to download the contribution payment advice of the preceding calendar quarter.
  3. In response to environmental protection and reducing paper use, if a beneficiary of the arbitrary system has not paid contributions for the last two calendar quarters, the Social Security Fund will stop sending contribution payment advice to him or her from the next calendar quarter. If the beneficiary intends to pay contributions again in the future, he or she can bring the original or photocopy of his or her Macao SAR Resident ID Card, either in person or through a representative, to a service point of the Social Security Fund for requesting a reprint of the contribution payment advice and payment of contributions.
  4. For beneficiaries who have applied to pay contributions by AutoPay, they will not receive the Payment Advice of Contributions of the Arbitrary System.
  5.   6. You need to go to the related bank before the contribution month to apply for the AutoPay service. If the application is filed in the contribution month, the Autopay service will be effective from the next contribution quarter.

If a beneficiary is receiving a general subsidy from the Social Welfare Bureau (abbreviated to SWB in Macao), the amount of contributions that he or she has paid during the period of receiving the general subsidy can be subsidized by the SWB. Remarks/Points to Note

  1. Late payment of contributions
    If the contributions are not paid within the statutory period, the default contributions cannot be rectified except in the following circumstances:

    1. The contributions and a late payment interest must be paid within two months after the expiration of the statutory period. The monthly interest rate for late payment is 3% of the total amount of contributions due, where a fraction of a month shall be counted as a full month. If the calculated amount of interest is less than 50 patacas, it will also be levied at 50 patacas.
    2. The reason for failing to pay contributions belongs to a force majeure situation accepted by the Administrative Committee of the Social Security Fund.
  2. Ways to check your personal contribution information:
    1.   1. To change personal particulars such as your name, Macao SAR Resident ID Card number or date of birth:
    The applicant can submit the following documents either in person or through a representative, to a service point of the Social Security Fund:

    1. Please complete the “Change of Personal Particulars Form” (Form FSS/DC-21(I)) (Download Forms CH / PT) and have it signed by the applicant (Sample of form Completion EN) (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website);
    2. A photocopy of the front and back of the applicant’s Macao SAR Resident ID Card (required to present the original);
    3. A photocopy of the proof of change of information issued by the Identification Services Bureau (required to present the original);
    4. If the applicant authorises somebody else to submit the form for him or her, the person submitting the form is required to present his or her own identification documents besides submitting and presenting the above documents.
  2. To change your address or telephone number:
    1. When you change the contact information with the Identification Services Bureau through a multi-function self-service machine, you may authorize the Bureau to provide the information to the Social Security Fund and update it at the same time.
    2.
