Objection Statement of the Non-Mandatory Central Provident Fund System

An individual account owner of the non-mandatory central provident fund system who is not included in the fund allocation list (hereinafter referred to as the “applicant”) may file a request to the Social Security Fund. Any period during the relevant calendar year in which the applicant was not in the Macao SAR due to any of the following reasons will be considered as time spent in Macao. The applicant must furnish adequate proof on their own initiative to substantiate the claim:

Attending a tertiary education programme recognised by the competent authorities of the place concerned (It can be processed through the "Macao One Account")
Residing in the Chinese Mainland and aged 65 or above (It can be processed through the "Macao One Account")
Working outside the Macao SAR to bear the main living expenses of a spouse, a direct relative of any degree, or an in-law residing in Macao or in the Guangdong–Macao In-Depth Cooperation Zone in Hengqin (It can be processed through the "Macao One Account")
Hospitalisation (It can be processed through the "Macao One Account")
Residing in the Chinese Mainland and under age 65, but absent for health reasons — particularly to receive non-hospital care, palliative treatment, rehabilitation services, or family care (It can be processed through the "Macao One Account")
Working outside the Macao SAR for an employer registered with the Social Security Fund (It can be processed through the "Macao One Account")
Performing official duties, duties for the Macao SAR, or other official functions (It can be processed through the "Macao One Account")
Residing, working, or attending a tertiary or non tertiary education programme in the Guangdong–Macao In Depth Cooperation Zone in Hengqin, recognised by the competent authorities (It can be processed through the "Macao One Account")
On humanitarian or other duly justified grounds
Residing in the Macao SAR for at Least 183 Days

Attending a tertiary education programme recognised by the competent authorities of the place concerned (It can be processed through the "Macao One Account")

Under the non-mandatory central provident fund system, an individual account owner (hereinafter referred to as the “applicant”) has three years to file a request for the special allocation from the budget surplus for 2026. This means that the right to claim these funds will expire on 31 December 2029. Any requests made after this date will no longer be valid.

Formalities and Required Documents

If an applicant has already submitted a request for the 2026 Special Allocation from the Budget Surplus to the Non-Mandatory Central Provident Fund on the same basis, they need not repeat the procedures under the Wealth Partaking Scheme.

If necessary, applicants may also submit the following documents in person, through a representative, or by mail to Macao Post Box No. 3094. The necessary forms can be obtained at Social Security Fund service points or downloaded from the Social Security Fund website.

2. A copy of the Macao SAR Resident Identity Card;
3. An academic transcript or proof of school attendance (Sample proof of school attendance) issued by the institution or printed online in 2026, covering the period from January to December 2025. The document must include the institution’s name, the applicant’s name as it appears on the Macao SAR Resident Identity Card, the student ID number, the period of school attendance, and the course or faculty name (must be a tertiary education programme recognised by the local competent authority). Student cards or tuition fee receipts are not accepted. (If the programme was completed between January and December 2025, a copy of the relevant graduation certificate must be submitted.)

(If submitting in person, a copy may be provided, but the original must be presented for verification; if submitting by mail, the original must be provided.) The proof of residence must be issued on the institution’s official letterhead and include: the issuing institution’s full name, address, and telephone number; the applicant’s full name and identity card number, consistent with the Macao SAR Resident Identity Card; the period of residence in the Chinese Mainland; and the Chinese Mainland residential address. The proof must also bear the institution’s official stamp and the date of issue (Sample proof of residence); or
  2. Complete the Residence in the Chinese Mainland section of the Statement of Request (RP-11), with two Macao residents aged 18 or above serving as witnesses (they must sign as witnesses), and provide copies of their Macao SAR Resident Identity Cards.

1. Statement of Request (RP-12) (Sample completed form), stating the name of the illness and the reason for residing in the Chinese Mainland due to that illness;
2. A copy of the Macao SAR Resident Identity Card;
3. Medical certificate of illness issued by a hospital in the Chinese Mainland for 2025, stating the patient’s full name, consistent with the applicant’s name on the Macao SAR Resident Identity Card; the name of illness; the period of illness (year/month/day); the type of treatment required; and the severity of the condition (including whether the illness results in the patient’s mobility impairment or necessitates family care) (Sample medical certificate of illness);
4. A proof of residence issued by the civil affairs departments, Residents’ Committee, Villagers’ Committee, or residential institutions in the Chinese Mainland. (If submitting in person, a copy may be provided, but the original must be presented for verification; if submitting by mail, the original must be provided.) The proof of residence must be issued on the institution’s official letterhead and include: the issuing institution’s full name, address, and telephone number; the applicant’s full name and identity card number, consistent with the Macao SAR Resident Identity Card; the period of residence in the Chinese Mainland; and the Chinese Mainland residential address. The proof must also bear the institution’s official stamp and the date of issue (Sample proof of residence). If proof of residence cannot be provided, two Macao residents aged 18 or above must serve as witnesses (they must sign as witnesses), and copies of their Macao SAR Resident Identity Cards must also be submitted.

  1. If the same sole proprietor or shareholders are involved, submit proof of identical shareholders with the employer outside Macao in 2025, such as the annual report for 2025;
  2. If acting as an agent, submit documents proving the agency relationship with the employer outside Macao in 2025, such as an agency contract;
  3. If a branch relationship exists, submit documents proving the branch relationship with the employer outside Macao in 2025, such as the annual report for 2025;
  4. If the applicant has no employer outside Macao, they must submit the Declaration Form (R/13-A) (Sample completed form) to the Social Security Fund and relevant departments for verification, specifying the nature of the work and the employment relationship;
5. Copies of the applicant’s employment contract or payroll records for the period of work outside Macao during 2025.

5. Documentation of bearing the main living expenses (e.g., remittance slips from 2025 showing both the applicant’s and the dependent relative’s full names). If such evidence cannot be provided, the reason must be clearly stated, and two Macao residents aged 18 or above must serve as witnesses, with copies of their Macao SAR Resident Identity Cards submitted;
6. Proof of the applicant’s employment;
  1. For employees: submission of an occupational tax return, social insurance contribution records of the place concerned, or a certificate of employment (employment contracts are not accepted). The document must include the applicant’s identity information, period of employment, position held, company name, and address;
  2. For sole proprietors or self employed:
    1. For limited companies: submission of the 2025 business licence, proof of operations, and documents establishing shareholder status, such as the annual report or annual return;
    2. For sole proprietors/self-employed: submission of the business licence, and proof of operations in 2025, such as a tax return;
7. If the dependent relative is attending school, copies of academic transcripts or proof of school attendance covering the period from January to December 2025 must be submitted. If pursuing senior secondary or university outside Macao, copies of academic transcripts or graduation certificates from junior secondary and senior secondary studies in Macao or the Cooperation Zone must also be provided;
8. If the dependent relative was hospitalised outside Macao, a hospital certificate confirming hospitalisation must be submitted; (Sample hospitalisation certificate)
9. If the dependent relative resides in the Cooperation Zone, proof of residence there during January to December 2025 must be submitted, such as a proof of residence issued by a Residents’ Committee (Sample proof of residence), proof of school attendance or academic transcript issued by an educational institution (Sample proof of school attendance), a tax return (Sample), social insurance contribution records for employees in the Chinese Mainland (Sample), or a certificate of employment.
