The Social Security Fund’s Electronic Filing Service System comprises the following eight functions:

b) Enquiry Function
c) Reporting Function
d) Download Function
e) Message Reception and Attachment Transmission Function
f) Account Information Enquiry
g) Service Application
h) SMS Notification Service
a) Account Management (applicable only to Staff Login Numbers (administrators) and master accountst)
- Staff Login Number (administrators) may use this function to create and manage the master account.
- The master account and Staff Login Number administrators may use this function to create and manage sub-accounts and grant them access to system functions. Available functions include Enquiry, Reporting, Download, Message Reception and Attachment Transmission, and Service Application.
b) Enquiry Function
- Users may use this function to view and download the Payment Advice and the Employee Lists, which include:
I. Electronic Filing – Contributions under the Obligatory System for Long-Term Employees and Employees under Fixed Term Labour Contracts: Reporting Version, Payment List of Local Employees, and Record of Payment
II. Electronic Filing – Employment Fee for Non Resident Workers: List of Non-Resident Workers Required to Pay the Employment Fee and Record of Payment
III. Employer Registration Information
IV. Local Employee List – Contributions under the Obligatory System (Long-Term Employees) (viewable only during the first quarter of system use)
c) Reporting Function
- Users may use this function to report changes in the employment status of local employees and to enrol employees who have not previously been enrolled as beneficiaries under the Social Security System. Employers in designated industries may also upload electronic copies of declaration forms to the Social Security Fund.
- If there are “no changes” to the employment status of local long term employees during the quarter, no reporting is required; employers may download the Contribution Payment Advice directly on the first day of the contribution month.
Reporting Procedures
- During the reporting period, users log in to the Electronic Filing Service Platform to report changes in the employment status of long term employees for the working quarter, or to report the number of working days for employees under fixed term labour contracts for the working month.
- Users may report employment information using Basic Entry, Batch Entry, or Import Data with Excel:
I. Basic Entry: Enter each employee's employment information individually.
II. Batch Entry: Enter employment information for multiple employees, up to 50 records per batch.
III. Import Data with Excel: Create a spreadsheet using the prescribed Excel template containing employment information, then import the data into the Electronic Filing Service Platform. - Saving and submitting the reported information:
I. Saving data:
After entering data, users select “Save”, verify the Employer Registration Number, and click “Confirm Save”. The system then stores the entered employment information.
II. Submitting data:
Once all employment information has been entered, the “master account holder” must, within the reporting period, select “Submit”, verify the Employer Registration Number, tick the declaration “Employment relationship has been established with the employee”, and click “Confirm Submit”. The data will then be submitted to the Social Security Fund, thereby completing the reporting procedure for the quarter (long term employees) or month (employees under fixed term labour contracts). - After data is “saved” or “submitted”, the system will generate a “Preview Employee Data Sheet (Excel format)” using the employer’s existing employee records and the data “saved” or “submitted” for the quarter. Users may preview the number of long-term employee contributions payable, the amount, and the employment information for long-term employees for the quarter. (Applicable only to long-term employees)
- If a long-term employee works fewer than 15 days in the month of employment commencement or termination and no contribution is required, the master account holder is still required, within the relevant reporting period or the supplementary reporting period, to log in to the Electronic Filing Service Platform and report the date of employment commencement or termination.
- If the master account holder fails to “submit” the reporting data within the reporting period, the employer must, within the contribution month, visit a Social Security Fund service point to complete the reporting procedure and make payment.
- Beneficiary Enrolment – If a newly employed local employee has not previously been enrolled as a beneficiary under the Social Security System, the employer must complete the enrolment and contribution in the contribution month immediately following the commencement of the employment relationship. When an employer reports an employee’s commencement via the Business & Associations Platform, if the employee is eligible under the Social Security System, beneficiary enrolment will be processed simultaneously through the system, without the need for separate procedures.
- Employers in the following designated industries, after reporting employee commencement via the Business & Associations Platform, must upload electronic copies of signed declarations and, where applicable, other required documents to the Electronic Filing Service Platform of the Social Security Fund:
I. Declaration of Junket Promoter
II. Declaration of Individual Insurance Agent
III. Declaration of Employee of Individual Insurance Agent
IV. Declaration of Domestic Work
d) Download Function
- Users may, within the contribution month, view and download the following documents and settle payments through designated channels:
I. Electronic Filing – Contributions under the Obligatory System for Long-Term Employees and Employees under Fixed Term Labour Contracts: Contribution Payment Advice and Local Employee List
II. Electronic Filing – Employment Fee for Non Resident Workers: Payment Advice and List of Non Resident Workers Required to Pay the Employment Fee
e) Message Reception and Attachment Transmission Function
- Receive communications issued by the Social Security Fund
- Transmit contribution related documents electronically, including:
I. Form for Enrolment of Beneficiary (Local Employee)
II. Photocopy of the front and back of the employee’s Macao SAR Resident Identity Card
III. Declaration of Junket Promoter
IV. Declaration of Individual Insurance Agent
V. Declaration of Employee of Individual Insurance Agent
VI. Declaration of Domestic Work
VII. Financial Services Bureau, Salaries Tax Group I, Registration Form (M/2) - Withdrawal of submitted data on long-term/fixed-term labour contract employees
When the master account holder, after “submitting” the reported information, determines that the submitted content needs to be amended, this function allows withdrawal of the “submitted” data. After correction, the account holder may “resubmit” all employee employment information to complete the reporting procedure.
f) Account Information Enquiry

g) Service Application
- Application for a Certificate of Employer’s Contribution
- When applying, users may, as required, select the subject (purpose of the application), provide a contact telephone number, and choose the collection location to apply for the Certificate of Employer’s Contribution.
- When collecting the certificate, the recipient must present identification documents, the company stamp, and the receipt (which the applicant should print online after completing the application). Stamp duty must also be effected at the time of collection.
