
With the Central Government's announcement of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area and the Master Plan of the Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, followed by a series of policies benefiting Macao and its people, unprecedented opportunities have been provided for Macao’s prosperity and moderately diversified economic development, which have attracted more and more Macao residents to go and develop in mainland China.
In terms of social security, since 1 January 2020, Hong Kong, Macao, and Taiwan residents can now participate in and enjoy social insurance benefits under the law in mainland China following the Interim Measures for Hong Kong, Macao, and Taiwan Residents to Participate in Social Insurance in Mainland China that was implemented in mainland China. The Macao Social Security Fund has also been actively introducing convenient services through electronic means, and optimising policies in due course, allowing Macao residents to pay contributions in mainland China towards the two-tier social security system of Macao, and to apply and receive relevant benefits or government allocations, saving them time travelling between the two places.
At the same time, based on the Framework Agreement on Cooperation between Guangdong and Macao, the Social Security Fund has long maintained close cooperation with the social insurance departments of Guangdong Province, jointly promoting the development of cross-border social security services. The announcement of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, and the Master Plan of the Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin have further pointed out the development direction. Subsequently, the three parties of Guangdong, Macao, and Hengqin have collaborated hand in hand to implement the docking of cross-border social security services. The first Guangdong - Macao Social Insurance Window was set up in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin to achieve “One Service Hall Providing Services of Two Regions”, marking the transition of cooperation between Guangdong and Macao from a collaborative to an integrated one.
In the future, the Social Security Fund will continue to optimise its existing services, explore the feasibility of deepening the in-depth docking of cross-border social security services with relevant parties when appropriate, provide cross-border social security information, to bring more convenience to Macao residents in handling services and browsing relevant information.
