Application for Withdrawal of Funds from the Non-Mandatory Central Provident Fund System

Service Introduction

The account owners who meet the following requirements can apply for making withdrawal of all or part of the money in their individual accounts. The  account owner can make withdrawals, only once a year, of all or part of the money in his/her individual account.

Service Target and Eligibility Criteria

The account owners who are in the following situations may apply to withdraw funds, and the maximum amount that can be withdrawn will vary according to the reason provided.

Reasons for making withdrawals All or part of the balance in the individual account The upper limit is the amount accumulated under the allocation system (Note2)
He/she has attained age 65 (Note1) (Note4)  √
He/she is under age 65 but in the following situations:
There is a need to bear huge medical expenses due to serious injury or illness of his/her own  √
He/she has attained age 60 and is not engaged in any paid activities (Note 3)  √
He/she has humanitarian or other properly explained reasons  √
There is a need to bear huge medical expenses due to serious injury or illness of his/her spouse, any degree of lineal consanguinity or affinity  √
He/she has been receiving disability pension from the Social Security Fund for more than one year (Note 1)  √
 He/she is currently receiving special disability subsidy from the Social Welfare Bureau (Note 1)  √

*The employer’s contribution balance in the contribution sub-account can only be withdrawn by application after the termination of a labour relationship.
*Legitimate heir can apply for making withdrawal from the individual account of the deceased account owner.

Note1: The following eligible account owners can apply for making withdrawal through the self-service machine:
I. Account owner who reaches age 65 and is currently receiving old-age pension/disability pension from the FSS, or subsidy for senior citizens from the SWB;
II. Account owner under age 65, who has been receiving disability pension from the FSS for more than one year;
III. Account owner who is currently receiving special disability subsidy from the SWB.
Note2: The upper limit is the sum of the incentive basic funds and the special allocation of funds from budget surplus that are injected into the accounts by the government over the past years and less the accumulated amount of withdrawals.
Note3: Once the application has been approved, the individual account owner cannot withdraw funds for the same reason again.
Note4: Account holders who have attained 65 years of age and who are currently receiving old-age or disability pension from the Social Security Fund can apply for Registration for Automatic Withdrawal of Funds.

Application Result

Account owners whose applications for withdrawal of funds have been approved can withdraw all or part of the funds in their individual accounts.

Application for fund withdrawal and the payment arrangements for 2020:

Formalities and Required Documents

Account owners may submit the following documents in person or through a representative:

  1. Application for Withdrawal of Funds L1 (Form for Download CH/PT); (Sample of form completion EN)
  2. Photocopy of the account owner’s Macao SAR Resident ID Card (Beneficiaries currently receiving old-age pension or disability pension from the Social Security Fund (abbreviated to FSS in Macao) are exempt from submitting a photocopy, but required to produce their valid Macao SAR Resident ID Card (original or photocopy) for identity verification);
  3. Photocopy of the account owner’s bank account in patacas (If an account owner has applied to deposit the money into the bank account that he/she receives old-age pension or disability pension from the FSS or subsidy for senior citizens or special disability subsidy from the SWB, then he/she is exempt from submitting a photocopy of his/her bank account);
  4. If the account owner is incapacitated, please read the Formalities of Making Withdrawal on Behalf of an Incapacitated Account Owner.

To apply through self-service machines:

For account owners who reach 65 years of age and are receiving old-age pension or disability pension from the Social Security Fund, or subsidy for senior citizens or special disability subsidy from the Social Welfare Bureau, they can also use the self-service machines to apply for the withdrawal of funds if they are unable to submit the application in person or through a representative.

  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. The patient’s proof of illness issued by a locally-accredited medical unit (the document must indicate the patient’s illness during the 12 months prior to the date of application, including the name of illness, the severity of illness, the period of treatment and the patient’s condition.  If the patient has the following illness, the proof of illness must indicate the relevant information at the same time.)
    1. Malignant tumor: the proof of illness must indicate whether the patient has received anti-cancer treatment during the 12 months prior to the date of application, or that the patient is expected to receive one later, or whether the illness has metastasized or spread to other sites, or whether the illness is an advanced tumour.
    2. Stroke: The proof of illness must indicate the date of the patient’s last stroke, and whether the patient is permanently incapacitated due to a stroke.
  4. The patient’s proof of huge medical expenses due to serious injury or illness:
    1. Medical expenses paid during the 12 months prior to the date of application: documents such as receipts must be submitted.
    2. Estimated medical expenses: Fill in C/11 Declaration Form (Form for Download CH/PT). (Sample of form completion EN)
  5. Photocopy of the account owner’s bank account in patacas;

Time Limit for Application

The account owner can make withdrawal, only once a year, of all or part of the money in his or her individual account. The maximum withdrawal amount is the sum of the incentive basic funds and the special allocation from budget surplus payable to the account owner.

Formalities and Required Documents

Account owners may submit the following documents in person or through a representative:

  1. Application for Withdrawal of Funds L1 (Form for Download CH/PT); (Sample of form completion)
  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. If the account owner is incapacitated, please read the Formalities of Making Withdrawal on Behalf of an Incapacitated Account Owner.

To apply through self-service machines:

For account owners under age 65, who are currently receiving special disability subsidy from the Social Welfare Bureau,they can also use the self-service machines to apply for the withdrawal of funds if they are unable to submit the application in person or through a representative.

Death of an account owner (Withdrawal by the heir)

How to go through the formalities

Time Limit for Application

If an account owner dies, the balance in his/her individual account and any payment that he/she is entitled to receive under the law will be included in his/her estate. The administrator of the account owner’s waiting-to-be-divided property or his/her legitimate heir(s) can apply to make withdrawals of the remaining balance in his/her individual account.

Formalities and Required Documents

  1. Application for Withdrawal of Funds L2 (Withdrawal by the Heir) (Form for Download CH/PT); (Sample of form completion EN)
  2. Photocopy(ies) of the identification document(s) of the legitimate heir(s);
  3. Photocopy of the notarial deed or judicial proof that shows the determination of heirship (required to produce the original for verification).  If it is indicated in the notarial deed that there is a notarial will, the applicant will be required to submit a photocopy of the notarial will as well (required to produce the original for verification);
  4. Photocopy of the death certificate of the deceased account owner;
  5. Photocopy of the applicant’s bank account in patacas;
  6. If the deceased account owner has more than one legitimate heir, the applicant can submit the Power of Attorney for making Withdrawals by the Heir (Form H/1) (Form for download CH / PT) (Sample of form completion EN), authorizing one or more than one heir to apply for making withdrawals and receiving the money on their behalf. If the application is filed by the administrator of the waiting-to-be-divided property, it is not required to submit the Power of Attorney.

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all required documents (exclusive of the day of submission).  (Performance Pledge)

For special cases where the approval process cannot be completed on time, the applicant will be notified within 10 working days after the submission of application (exclusive of the day of submission)
