Next year, the FSS Adds the Use of Facial Recognition Technology on Mobile Phones for the Provision of Proof of Life

Next year, the Social Security Fund (abbreviated to FSS in Macao) will add a new service for beneficiaires to provide the proof of life through “My Government Account of Macao SAR” mobile application, allowing them to provide the proof of life easily through facial recognition technology, without the need to go to a FSS’s office during the entire process, even if they are overseas.  According to the law, FSS’s old-age and disability pension beneficiaries must provide the proof of life in January of each year, and about 130,000 beneficiaires are involved for the year 2021.

From 2021, besides using a valid Macao SAR Resident ID Card on the self-service machines or bringing the ID card to a service point in person, beneficiaries can also provide the proof of life through the facial recognition technology on the “My Government Account of Macao SAR” mobile application.  Beneficiaries only need to log in to their “My Government Account of Macao SAR” accounts, face the mobile phone screen, and do three simple actions according to the instructions.  After successfully passing the facial recognition, the proof of life procedures are then completed.  If the beneficiary’s spouse and immediate family members (parents, children) have already opened a “My Government Account of Macao SAR” account, they may also log in their own accounts to assist the beneficiary to complete the procedures.

The self-service machines and the “My Government Account of Macao SAR” mobile application will start to accept the proof of life as early as 9 a.m. on 1 January 2021.  Through the above methods, beneficiaries can provide the proof of life to Social Security Fund, Social Welfare Bureau and Pension Fund at one time.

To provide the proof of life in person, beneficiaries can go to the following locations during office hours:

-          Albergue da Santa Casa da Misericórdia (from 4 January to 15 January 2021);

-          FSS’s St. Lazarus Parish Field Office  (on or after 18 January 2021);

-          Macao Government Services Centre;

-          Northern District Public Services Centre - Fai Chi Kei Station or Toi San Station;

-          Central District Public Services Centre or its S. Lourenço Station;

-          Macao Government Services Centre in Islands;

-          Islands District Public Services Centres and its Seac Pai Wan Station.

Beneficiaries who are unable to visit a service point in person or to provide the proof of life by various electronic means can still provide through the following methods:

-          Beneficiaries residing in Macao who are ill or have limited mobility may ask someone to submit the documents issued by a hospital/registered medical practitioner/local elderly home in 2021, to prove that they are still alive;

-          Under the "Mechanism for Verifying the Proof of Life for People from Guangdong and Macao", beneficiaries residing in Guangdong Province may visit a social insurance agency of any level in Guangdong Province, and present a valid Macao SAR Resident ID Card to provide the proof of life.  The data will then be sent back to the FSS electronically by the local handling agency;

-          Beneficiaries residing in other provinces of the mainland China, Hong Kong, Taiwan region or overseas may ask someone to submit or mail relevant documents to the FSS on behalf of them.

If a beneficiary asks someone to submit the required documents on behalf of him/her, the agent must present his or her original ID card and a photocopy of the beneficiary's ID card for verification.
