Beneficiaries of Old-age and Disability Pension Need to Provide the Proof of Life in January 2016

The Social Security Fund (abbreviated to FSS in Macao) reminds beneficiaries who are currently receiving old-age or disability pension from the FSS that they need to provide the proof of life in January of each year.  About 89,000 people are involved in the year 2016.  This year, beneficiaries living in Guangdong Province can visit the province’s social insurance agency at all levels in person to provide the proof of life.

More than 80,000 beneficiaries of old-age and disability pension can visit the following locations in person (See Appendix I) during the office hours of January in order to provide the proof of life with their valid Macao SAR Resident ID Cards:

-        Albergue of the Holy House of Mercy;
-        Areia Preta Service Centre of the Macao SAR;
-        “Ilha Verde” Social Service Centre, “Nossa Senhora de Fátima“ Social Service Centre, “Santo António e São Lázaro” Social Service Centre, “São Lourenço e Sé” Social Service Centre and “Taipa e Coloane” Social Service Centre under the Social Welfare Bureau (abbreviated to SWB in Macao).

Beginning January 2nd, beneficiaries can also bring their valid Macao SAR Resident ID Cards to provide the proof of life via self-service machines located at 33 locations in Macao.  If the beneficiary is also the beneficiary of Social Welfare Bureau and/or Pension Fund, he/she can provide the proof of life for the three departments at one time via a self-service machine.  The set-up locations of self-service machines are as follows (See Appendix II):

-        FSS St. Lazarus Parish Field Office and China Civil Plaza Field Office in NAPE;
-        Headquarter of the SWB and five social service centres, Assessment Centre for Rehabilitation and Healthy Life Education Centre under the SWB;
-        Pension Fund;
-        Education and Youth Affairs Bureau;
-        Financial Services Bureau Building and its Taipa Service Centre;
-        Three activity centres and the Islands District Public Services Centre under the Civic and Municipal Affairs Bureau;
-        Areia Preta Service Centre of the Macao SAR;
-        Lobby of Hospital Conde S. Januário and eight district health centres;
-        The ports of entry at the Border Gate and the Outer Harbour Ferry Terminal respectively;
-        Ground floor lobby of China Plaza Building;
-        Seac Pai Van Post Office. 

In order to enhance cooperation between Guangdong and Macao, and to facilitate old-age pensioners of the two places in providing the proof of life, the FSS and all levels of social insurance agencies of Guangdong have reached an agreement to be each other’s effective institution to verify the proof of life.  For Macao’s beneficiaries of old-age pension or disability pension who are currently residing in Guangdong Province, they just need to bring their valid Macao SAR Resident ID Cards and visit a social insurance agency of Guangdong in person, then they will get a verification form for the proof of life issued by the social insurance agency.  To complete the procedure of providing the proof of life, the beneficiary needs to submit to the FSS, either by mail or through a representative, the original copy of the above verification form together with a photocopy of his/her ID card.

For beneficiaries living in other mainland provinces, Hong Kong, Taiwan region or abroad, they can submit the required documentation to the FSS, either by mail or through a representative.

In addition, for beneficiaries who live in Macao but cannot move on their own to go through the relevant formalities in person because of a serious illness, they can ask someone to submit for them the certification issued by a hospital or a local nursing home in the year 2016, or a medical certificate issued by a medical practitioner registered in Macao certifying that he/she has provided medical consultations for the beneficiary concerned in the year 2016.  For verification purposes, this representative is required to produce his/her own original ID card and that of the beneficiary when he/she submits the relevant documentation for the beneficiary.

This year, the FSS will continue to remind beneficiaries, who have previously agreed to receive text messages from the FSS, by sending SMS to them.  For individuals who wish to receive text messages regarding the proof of life starting next year, they can visit the relevant locations to sign up for the service in January, or any service point of the FSS if they choose to sign up at any other time of this year.
