Service Introduction

Service Target and Eligibility Criteria

Account owners who are not included in the list of fund allocation may file an objection statement to the Social Security Fund.If an account owner was outside the Macao SAR in a relevant calendar year due to the following reasons, the period that he or she stayed outside the Macao SAR can also be counted as the time he or she stayed in Macao.  The account owner is required to provide sufficient evidence of his/her own:

  1. For account owner who attended higher level courses recognized by local competent authority;
  2. For account owner who was hospitalized;
  3. For account owner who reached age 65 and habitually resided in mainland China;
  4. For account owner under age 65 but habitually resided in mainland China on health grounds, particularly for the need for non-hospital nursing, palliative therapy, rehabilitative services or family care;
  5. For account owner who worked outside the Macao SAR for an employer registered with the Social Security Fund;
  6. For account owner who worked outside the Macao SAR in order to bear the main living expenses of his or her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR;
  7. For account owner who performed official duties, performed duties for the Macao SAR or discharged other official duties;
  8. For account owner who had humanitarian or other properly explained reasons.

Application Result

After the account owner has submitted the objection statement and analyzed and processed by the Social Security Fund, he/she will be included in the list of fund allocation if he/she satisfies the requirement for fund allocation.

How to go through the formalities

Time Limit for Filing an Objection Statment

Prescription for claiming entitlement to allocation of funds for 2024 is 3 years, i.e. the right will expire on 31 December 2027, which will become invalid after this date.

Formalities and Required Documents

Account owners may submit the following documents in person or through a representative. The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website.

  1. Objection Statement (RP) (Form for Download CH/PT); (Sample of form completion EN)
  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. Fill out Declaration Form (C/5) (Form for Download CH/PT) (Sample of form completion EN), giving details about the medical condition of the patient, the medical treatment that he/she received in mainland China and who was taking care of him/her at that time;
  4. Medical proof of the patient’s illness issued by hospital in mainland China for the year 2023, stating what kind of medical treatment the account owner needed.  The medical proof must indicate the patient’s full name, the name of disease, the period of illness (DD/MM/YY) and the severity of illness (required to specify whether the illness impairs the physical mobility of the patient or creates a need for the patient to be taken care of by family); (Proof of Illness Template)
  5. A photocopy of the proof of residence issued by the civil affairs department, resident committee, village committee, or residential care facility in mainland China (the original must be presented for verification) must be on the agency’s letterhead paper (the contents include the issuing agency’s full name, address, and phone number, the account owner’s full name and ID card number, the period of residence and address in mainland China, and the document must also have the seal of the institution and the date of issue) (Proof of Residence Template). If the account owner is unable to provide proof of residence, two Macao SAR residents age 18 or above must be provided as witnesses (witnesses must sign and testify), and photocopies of their Macao SAR Resident ID Cards must be submitted.

* If the account owner is incapacitated, please read the Formalities of Raising an Objection on Behalf of an Incapacitated Account Owner.
* If the account owner dies, please refer to the procedures for filing an objection statement on the account owner’s behalf by a relative or the heir.
