Objection Statement of the Non-Mandatory Central Provident Fund System

Service Introduction

Service Target and Eligibility Criteria

Individual account owners under the non-mandatory central provident fund system who are not listed in the fund allocation may file an objection statement to the Social Security Fund.  In the relevant calendar year, any time the account owner is outside the Macao SAR due to the following reasons will be counted as time spent within Macao.  Account owners must provide sufficient supporting documentation themselves:

  1. For account owner who attended higher level courses recognized by local competent authority;
  2. For account owner who was hospitalized;
  3. For account owner who reached age 65 and habitually resided in mainland China;
  4. For account owner under age 65 but habitually resided in mainland China on health grounds, particularly for the need for non-hospital nursing, palliative therapy, rehabilitative services or family care;
  5. For account owner who worked outside the Macao SAR for an employer registered with the Social Security Fund;
  6. For account owner who worked outside the Macao SAR in order to bear the main living expenses of his or her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR;
  7. For account owner who performed official duties, performed duties for the Macao SAR or discharged other official duties;
  8. For account owner who had humanitarian or other properly explained reasons.
  9. For account owner who stayed in the Macao SAR for at least 183 days

Application Result

After the account owner has submitted the objection statement and analyzed and processed by the Social Security Fund, he/she will be included in the list of fund allocation if he/she satisfies the requirement for fund allocation.

How to go through the formalities

Time Limit for Filing an Objection Statment

Under the non-mandatory central provident fund system, individual account owners have three years to claim the special allocation from the budget surplus for 2024. This means that the right to make a claim will expire on 31 December 2027 and will no longer be valid after that date.

Formalities and Required Documents

Account owners can submit the following documents either in person or through a representative. The forms are available at Social Security Fund service points or can be downloaded from the Social Security Fund website.

  1. Objection Statement Form (RP) (Form for Download CH/PT); (Sample of form completion EN)
  2. Photocopy of the account owner’s Macao SAR Resident ID Card;
  3. Fill out Declaration Form (C/7) Note (Form for Download CH/PT) (Sample of form completion EN), describe in details the reason for staying in Macao for less than 183 days in 2023.  The account owner is required to explain whether he or she had habitually lived in Macao in the 12 months before staying outside Macao, and submit all relevant supporting documents. (Proof of Employment Template / Proof of Illness Template).
    NOTE:
    If you are living in Guangdong-Macao In-Depth Cooperation Zone in Hengqin on or after 1 March 2023, fill out Declaration Form (C/7-A) (Form for Download CH/PT)  (Sample of form completion EN) and submit the supporting documents listed in the declaration form.

* If the account owner is incapacitated, please read the Formalities of Raising an Objection on Behalf of an Incapacitated Account Owner.
* If the account owner passes away during the fund allocation year, please refer to the procedures for filing an objection statement on the account owner’s behalf by a relative or the heir.

Remarks/Points to Note

To file an objection statement regarding the special allocation list from the budget surplus for 2024, the account owner must provide supporting documents for the year 2023.
