Service Introduction

Service Target and Eligibility Criteria

An individual account owner of the non-mandatory central provident fund system who is not included in the fund allocation list (hereinafter referred to as the “applicant”) may file a request to the Social Security Fund. Any period during the relevant calendar year in which the applicant was not in the Macao SAR due to any of the following reasons will be considered as time spent in Macao. The applicant must furnish adequate proof on their own initiative to substantiate the claim.

  1. For account owner who attended higher level courses recognized by local competent authority;
  2. For account owner who was hospitalized;
  3. For account owner who reached age 65 and habitually resided in mainland China;
  4. For account owner under age 65 but habitually resided in mainland China on health grounds, particularly for the need for non-hospital nursing, palliative therapy, rehabilitative services or family care;
  5. For account owner who worked outside the Macao SAR for an employer registered with the Social Security Fund;
  6. For account owner who worked outside the Macao SAR in order to bear the main living expenses of his or her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR;
  7. For account owner who performed official duties, performed duties for the Macao SAR or discharged other official duties;
  8. For account owner who had humanitarian or other properly explained reasons (Applicable to those residing, working, or attending tertiary or non-tertiary education courses accredited by local competent authorities in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin);
  9. For account owner who stayed in the Macao SAR for at least 183 days.

Application Result

The applicant submits a request, and after the Social Security Fund analyses and processes it, if they meet the eligibility criteria for fund allocation, they will be included in the fund allocation list.

How to go through the formalities

Time Limit for Filing an Objection Statment

Under the non-mandatory central provident fund system, an individual account owner (hereinafter referred to as the “applicant”) has three years to file a request for the special allocation from the budget surplus for 2025.  This means that the right to claim these funds will expire on 31 December 2028.  Any requests made after this date will no longer be valid.

Formalities and Required Documents

If applicants have also submitted an objection statement for the Special Allocation from Budget Surplus for 2025 of the Non-Mandatory Central Provident Fund System based on the same reasons, they do not have to repeat the formalities for the Wealth Partaking Scheme.

  1. Applicants can file their requests by logging in to the “Macao One Account” mobile app or the online platform, as well as through the “Online Services” section of the Social Security Fund website;
  2. If necessary, applicants may also submit the following documents in person, through a representative, or by mail to Macao Post Box No. 3094.  The necessary forms can be obtained at Social Security Fund service points or downloaded from the Social Security Fund website.
    1. Statement of Request (RP)(Sample)
    2. Photocopy of Macao SAR Resident Identity Card;
    3. Declaration (C/8) (Sample) and certification documents related to the applicant’s position or performance of official duties outside Macao in 2024 are required to be submitted. (Sample of letter of employment)

* If the applicant is incapacitated, please refer to the Formalities of Filing a Request on Behalf of an Incapacitated Person.
* If the applicant passes away during the fund allocation year, please refer to the Formalities of Filing a Request by Relatives or Heirs.

Time Required to Process

The Social Security Fund will respond with the vetting outcome within 25 working days from the next day after the account owner submits all required documents. (Performance Pledge)

NOTE:

In some special cases where the vetting process cannot be completed on time, the account owner will be notified within 15 working days from the next day after submitting the application.
Offline application: the vetting outcome will be communicated via an official letter; online application: the vetting outcome will be communicated via a push message from the Macao One Account or an official letter.


Remarks/Points to Note

To file a request for inclusion in the 2025 special allocation from the budget surplus list, the applicant must provide supporting documents for the year 2024.

  1. If you use the “Macao One Account”, you will receive a reminder message from the “Macao One Account” (If your application is not approved, an official notification letter will also be sent to you by post)
  2. If you apply using a method other than the “Macao One Account”, an official notification letter will be sent to you by post.
