FSS cares about the needs of the disabled

Macao SAR Government is concerned about the living and employment needs of the disabled and has set up disability pension within the scope of social security in order to secure the basic living of the disabled. Employment subsidy to help the unemployed disabled is also granted to encourage them get into the job market and integrate into the community. In 2010, there were 1,439 people who benefited from the disability pension of the Social Security Fund (FSS), and the total amount of payments was over 23 million patacas.

Citizens who have lived in Macao for more than 7 years and have made contributions to the FSS for at least 36 months can apply for the disability pension from the FSS if he or she becomes disabled due to general disease, accident, occupational disease or occupational accident. Those who are confirmed by the FSS medical board as being disabled, in the case of absolute and total incapacity or loss of earning capacity, whether temporarily or permanently, will receive a monthly payment of 1,700 patacas. Just as the old-age pensioners, the disability pensioners will also receive an additional payment equivalent to the monthly disability pension in January each year. In 2000, there were 769 people who benefited from the disability pension, and by the end of 2010, the number of pensioners has reached 1,439. The total amount of payments has increased from 9,074,410 patacas to 23,107,255 patacas. Besides the disability pension, the Social Security System also provides to the residents, including the disabled, other pensions and allowances such as the old-age pension, unemployment allowance, sickness allowance, funeral allowance, marriage allowance, birth allowance, claims incurred by work relations and Pneumoconiosis compensation.

In terms of employment incentives and training, apart from the subsidy to the unemployed who participate in training, the subsidy for hiring the unemployed, the subsidy for hiring young people seeking their first job, the FSS also provides a subsidy, with the disabled as the main target, the subsidy for hiring the unemployed disabled. In order to help improve the personal technical ability of the unemployed disabled and help them integrate into the society, the FSS provides vocational training subsidies for businesses or non-governmental organizations that hire the unemployed with physical or behavioral disabilities.

The FSS will step up publicity on social welfare services in the future to help more people in need.
