Activation/Suspension of Service and System Login

Activation of Service and System Login

  • If an employer wishes to activate the Social Security Fund’s Electronic Filing Service independently, they must complete the Activate/Suspend the Electronic Filing Service (Contributions under the Obligatory System) form* and submit it, together with the required documents**, at a Social Security Fund service point. Once activated, the employer may log in to the Social Security Fund’s Electronic Filing Service Platform using a “Macao One Account”.
    *  The application form must be signed by the employer, the employer’s legal representative, or by an authorised person.
** The documents required to activate the Electronic Filing Service can be found on the Social Security Fund website under the Administrative Procedures Guide – Electronic Filing Service (Activation of Service)
  • If the employer has already successfully reported employee employment information through the Business & Associations Platform, the Social Security Fund’s Electronic Filing Service will be activated automatically, without a separate application.
  • Once the Social Security Fund’s Electronic Filing Service Platform is used, the following three services will be activated simultaneously: Electronic Filing – Contributions under the Obligatory System for long-term employees, Contributions under the Obligatory System for employees under fixed-term labour contracts, and the Employment Fee for non-resident workers. The Social Security Fund will stop mailing paper Contribution Payment Advice. Employers may download the relevant Payment Advice from the Social Security Fund’s Electronic Filing Service Platform or the Business & Associations Platform on the first day of the contribution month.
  • Use of the Social Security Fund’s Electronic Filing Service Platform is subject to the Rules for Use of the Electronic Filing Service, and employers are bound by them.
  • For the timetable for reporting employment information via the Social Security Fund’s Electronic Filing Service Platform, please refer to the Timetable for Using the Electronic Filing Service.
  • For operational guidance on reporting employment information through the Social Security Fund’s Electronic Filing Service Platform, please refer to the "Operational Guidelines for the Social Security Fund Electronic Filing System".

Suspension of Service

  • Employers may complete the Activate/Suspend Electronic Filing Service (Contributions under the Obligatory System) form to request suspension of the “Electronic Filing Service” with the Social Security Fund.
  • Suspension of the Electronic Filing Service will take effect in the quarter in which the application is submitted (for long-term employees) or in the month in which the application is submitted (for employees under fixed-term labour contracts).
  • If the employer has not received the paper Contribution Payment Advice by the middle of the contribution month, they must visit a Social Security Fund service point within that month to make enquiries or request a reprint of the Payment Advice, to avoid being subject to fines for late payment. At the same time, if the employer has hired employees under fixed-term labour contracts, they must complete the designated Contribution Payment Advice and submit it at a Social Security Fund service point within the month following the employee’s working month.
