Application for Withdrawal of Funds from the Non-Mandatory Central Provident Fund System

Service Introduction

Individual account owners under the non-mandatory central provident fund system can apply to withdraw all or part of the funds from their individual accounts if they meet the following conditions.  Account owners can withdraw all or part of the funds from their individual accounts only once per year.

Service Target and Eligibility Criteria

The account owners who are in the following situations may apply to withdraw funds, and the maximum amount that can be withdrawn will vary according to the reason provided.

Reasons for making withdrawals All or part of the balance in the individual account The upper limit is the amount accumulated under the allocation system (Note2)

There is a need to bear huge medical expenses due to serious injury or illness of his/her own  √
He/she has attained age 60 and is not engaged in any paid activities (Note 3) (Note5)  √
He/she has humanitarian or other properly explained reasons  √
There is a need to bear huge medical expenses due to serious injury or illness of his/her spouse, any degree of lineal consanguinity or affinity  √
He/she has been receiving disability pension from the Social Security Fund for more than one year (Note 1) (Note5)  √
 He/she is currently receiving special disability subsidy from the Social Welfare Bureau (Note 1) (Note5)  √

*The employer’s contribution balance in the contribution sub-account under the non-mandatory central provident fund system can only be withdrawn by applying after the employment relationship has been terminated.
*Legal heirs can apply to withdraw funds from the individual account of a deceased account owner.

Note1: The following eligible account owners can apply for making withdrawal through the self-service machine:
I. Account owner who reaches age 65 and is currently receiving old-age pension/disability pension from the FSS, or subsidy for senior citizens from the SWB;
II. Account owner under age 65, who has been receiving disability pension from the FSS for more than one year;
III. Account owner who is currently receiving special disability subsidy from the SWB.
Note2: The upper limit is the sum of the incentive basic funds and the special allocation of funds from budget surplus that are injected into the accounts by the government over the past years and less the accumulated amount of withdrawals.
Note3: Once the application has been approved, the individual account owner cannot withdraw funds for the same reason again.
Note4: Account holders who have attained 65 years of age and who are currently receiving old-age or disability pension from the Social Security Fund can apply for Registration for Automatic Withdrawal of Funds.
Note5: The fund withdrawal can be applied by logging in to the “Macao One Account” mobile app / online platform.

Application Result

Account owners with approved fund withdrawal applications under the non-mandatory central provident fund system can withdraw all or part of the funds from their individual accounts.

How to go through the formalities

Applicable persons

Individual account owners under the non-mandatory central provident fund system who are 65 years old or above and currently receiving old-age or disability pension from the Social Security Fund

Details of the measure

Starting the year following registration, if there is a special allocation from budget surplus and the account owner meets the following three conditions in a given year, the special allocation from the budget surplus for that year and the income will be directly deposited in the bank accounts where the account owners receive their old-age or disability pension from the Social Security Fund:

  1. The account owner must have been included in the list of special allocation from the budget surplus for that year (excluding those re-listed through an objection statement)
  2. Proof of life must have been provided for that year
  3. No application must have been made to withdraw funds from their individual account under the non-mandatory central provident fund system for that year

Account owners can register for automatic withdrawal while applying for fund withdrawal:

  2. Self-Service Machines (including those in Macao and the Cooperation Zone in Hengqin)

Remarks/Points to Note

  1. Automatic withdrawal is a one-time registration and it will remain valid once registered.
  2. The account owner can only withdraw funds once a year. If the account owner has been approved for withdrawal of funds in a calendar year, he/she will not be automatically paid with funds even if he/she meets the conditions.
