Service Target and Eligibility Criteria

Account owners who are not included in the list of fund allocation may file an objection statement to the Social Security Fund.If an account owner was outside the Macao SAR in a relevant calendar year due to the following reasons, the period that he or she stayed outside the Macao SAR can also be counted as the time he or she stayed in Macao.  The account owner is required to provide sufficient evidence of his/her own:

  1. For account owner who attended higher level courses recognized by local competent authority;
  2. For account owner who was hospitalized;
  3. For account owner who reached age 65 and habitually resided in mainland China;
  4. For account owner under age 65 but habitually resided in mainland China on health grounds, particularly for the need for non-hospital nursing, palliative therapy, rehabilitative services or family care;
  5. For account owner who worked outside the Macao SAR for an employer registered with the Social Security Fund;
  6. For account owner who worked outside the Macao SAR in order to bear the main living expenses of his or her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR;
  7. For account owner who performed official duties, performed duties for the Macao SAR or discharged other official duties;
  8. For account owner who had humanitarian or other properly explained reasons.

Application Result

After the account owner has submitted the objection statement and analyzed and processed by the Social Security Fund, he/she will be included in the list of fund allocation if he/she satisfies the requirement for fund allocation.

How to go through the formalities

Time Limit for Filing an Objection Statment

Prescription for claiming entitlement to allocation of funds for 2024 is 3 years, i.e. the right will expire on 31 December 2027, which will become invalid after this date.

Formalities and Required Documents

  1. The objection statement can be filed by logging in to the “Macao One Account” mobile app / online platform;
  2. If necessary, account owners may submit the following documents in person or through a representative. The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website.
    1. Objection Statement (RP) (Form for Download CH/PT); (Sample of form completion EN)
    2. A photocopy of the Macao SAR Resident ID Card;
    3. Fill out Declaration form (C/6) (Form for Download CH/PT); (Sample of form completion EN)
    4. A photocopy of the dependent relative’s Macao SAR Resident ID Card and a photocopy of the proof of relationship with the account owner;
    5. Evidence of payment for the dependent relative’s main living expenses (e.g. remittance slip of 2023 must show the full names of the account owner and dependent relative).  If the account owner is unable to provide any supporting documents, two Macao SAR residents age 18 or above must be provided as witnesses (witnesses must sign and testify), and photocopies of their Macao SAR Resident ID Cards must be submitted;
    6. The proof of employment letter for the account owner:
      1. For employed workers, the proof must be issued by a local employer, indicating the account owner’s identity information, the period of employment and position held, the name and address of the company (Proof of Employment Template);
      2. For people who run their own business, or self-employed persons, the business licence and proof of business operations for the year 2023 must be provided, e.g. Business Tax bills and annual reports, which must either be issued by a local government or bear a government seal (if the business is a limited company, documents proving the identity of the shareholders for the year 2023 must also be submitted);
    7. If the dependent child was attending school in Macao, the transcript(s) or the proof of school attendance for the period from January to December 2023 must be provided;
    8. If the dependent child was attending a high school or university outside Macao, the account owner must also provide photocopy(ies) of the child’s transcript(s) or diploma(s) for the junior high school and high school in Macao besides photocopy(ies) of the transcript(s) or the proof of school attendance (Proof of School Attendance Template) for the period from January to December 2023.  If the dependent relative is hospitalized outside Macao, the proof of hospitalization must be provided (Proof of Hospitalization Template).

* If the account owner is incapacitated, please read the Formalities of Raising an Objection on Behalf of an Incapacitated Account Owner.
* If the account owner dies, please refer to the procedures for filing an objection statement on the account owner’s behalf by a relative or the heir.
