Contributions of the Arbitrary System

Service Introduction

Service Targets and Eligibility to Apply

  1. Application for Enrollment in the Arbitrary System
    Persons who have never enrolled as a beneficiary of the Social Security Fund and fall into any of the following situations:

    1. An employee who is the spouse of the employer, or who has a de facto marital relationship with the employer, or who is a relative up to the second degree of relationship who lives and shares meals with the employer;
    2. An employee with relations established under a contract of apprenticeship training or a vocational training system that aims to integrate the trainee into the employment market;
    3. A Macao SAR resident aged 18 or older, but must have stayed in Macao for at least 183 days in the 12 months before filing the application for enrollment in the arbitrary system (the number of days in Macao for the month of application is not counted):
      1. The applicant must meet the requirement of staying in Macao for at least 183 days. (The applicant is required to make a declaration when filing the application. The Social Security Fund can check it based on the information of the public entities)
      2. If the applicant is outside Macao for the following reasons, the relevant period can also be considered as staying in Macao, but relevant proof must be provided:
        1. He/she attended middle school or higher-level courses recognized by the local authority in charge;
        2. He/she was hospitalized due to injury or illness;
        3. He/she attained age 65 and habitually resided in mainland China;
        4. He/she worked outside the Macao SAR in order to bear the main living expenses of his/her spouse and immediate family member in Macao.
          NOTE: For humanitarian or other duly substantiated reasons, the Chief Executive may allow the period that the applicant stayed outside Macao due to the other reasons to be also considered as the time he/she stayed in Macao.
  2. Start the Payment of Arbitrary System Contributions
    Beneficiaries who have enrolled with the Social Security Fund and have not been hired to work for others in Macao.
  3. Suspend the Payment of Arbitrary System Contributions
    Beneficiaries who have started the payment of arbitrary system contributions.
  4. Payment of Arbitrary System Contributions
    Beneficiaries who have started the payment of arbitrary system contributions.
  5. In-Service Public Administration Staff Enrolled in the Retirement and Survivor’s Pensions Scheme – Application for Enrollment in the Arbitrary System
    In-service public administration staff who have never enrolled as a beneficiary of the Social Security Fund and have enrolled under the Retirement and Survivor’s Pensions Scheme.

    In-service public administration staff who are beneficiaries who have started the payment of arbitrary system contributions and have enrolled under the Retirement and Survivor’s Pensions Scheme.

    In-service public administration staff who are beneficiaries who have started the payment of arbitrary system contributions and have enrolled under the Retirement and Survivor’s Pensions Scheme.

    Beneficiaries or individual account owners who need to change their personal identity information, address or telephone number on the Social Security Fund’s records.

Formalities and Required Documents
  1. Online service:
    The applicant can log in to the Electronic Service Platform on Social Security Fund's website using "Macao One Account" (Only applies to situations where the applicant has stayed in the Macao SAR for more than 183 days within the 12 months before applying for enrollment in the arbitrary system)
  2. The applicant can submit the following documents, either in person or through a representative, to a service point of the Social Security Fund:
    1. Application for Enrollment in the Arbitrary System (form FSS/DC-75) (Sample of form completion ) (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
    2. The front and back photocopy of the applicant’s valid Macao SAR Resident ID Card;
    3. If you stay in Macao for less than 183 days within the 12 months prior to application for enrollment in the arbitrary system for one of the four reasons provided in Article 13(2) of Law No. 4/2010, you must submit the following documents as well:
      1. Declaration Form for Enrollment in the Arbitrary System (Form D/1) (Sample of form completion) (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
      2. Submit the following documents according to different reasons:
        1. He or she attended middle school or higher level courses recognized by the local authority in charge: – The proof of attendance issued by the school or printed online, a transcript or a student ID must contain information such as the school name, the name of applicant (must be consistent with the information on the ID card), the course name and course level, the year of study, the period of school attendance (should include the period of school attendance within the 12 months prior to application for enrollment in the arbitrary system). (Template for proof of school attendance) – Admission notice, payment notice/receipt and class schedule issued by the school are not accepted as proof of school attendance.
        2. He or she was hospitalized due to injury or illness: – The proof of hospitalization issued by the hospital must contain information such as the hospital name, the name of applicant (must be consistent with the information on the ID card), the period of hospital stay (should include the period of hospital stay within the 12 months prior to application for enrollment in the arbitrary system).         3. He or she attained 65 years of age and habitually resided in mainland China: – The proof of residence issued by the civil affairs department, the resident committee, the villager committee in mainland China must contain information such as the name of agency, the name of applicant (must be consistent with the information on the ID card), the place of residence, the period of residence (should include the period of residence within the 12 months prior to application for enrollment in the arbitrary system).         4. He or she worked abroad in order to bear the main living expenses of his or her spouse and immediate family in the Macao SAR:
          1. Declaration Form D/6 (For applicant who worked abroad in order to bear the main living expenses of his or her spouse and immediate family in the Macao SAR) (Sample of form completion) (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
          2. The applicant's proof of employment letter
            1. If you are employed by others, you must submit the proof of employment issued by your local employer. The document must contain information such as the company name and address, the name of applicant (must be consistent with the information on the ID card), the period of employment (should include the period of employment within the 12 months prior to application for enrollment in the arbitrary system) and position held by the applicant.             2. If you are not employed by others (e.g. owners of a business or self-employed persons), you must provide documents such as business license, or license to practice (should include the period of employment within the 12 months prior to application for enrollment in the arbitrary system).
            3. If the applicant is the employer’s spouse, immediate blood relative or in-law, he or she must submit the most recent year’s salaries tax return, and the social security contribution or provident fund certificate issued by the local government.
          3. The proof of relationship between the applicant and the relative whose living expenses are being paid.
          4. The document(s) to prove that the applicant has borne the main living expenses (e.g. the remittance slip, the document must show the names of the applicant and the relative whose living expenses are being paid), and the document(s) must include the time period for the 12 months prior to the application for enrollment in the arbitrary system. (The dependent relative must have habitually resided in Macao for at least 183 days in the 12 months prior to the application for enrollment in the arbitrary system)
          5. If the relative whose main living expenses are being paid has passed away, a death certificate must be submitted.
          6. If the child whose main living expenses are being paid is attending school, the applicant must provide a photocopy of the child's proof of school attendance (Template of the proof of school attendance) or transcript relating to the 12 months prior to the application for enrollment in the arbitrary system. If the child is attending a high school or university outside Macao, the applicant must also provide a photocopy of the child's transcript or diploma of the junior high school and high school in Macao.
          7. If the relative whose main living expenses are being paid is hospitalized outside Macao, the applicant is required to submit the proof of hospitalization (Template of the proof of hospitalization) relating to the 12 months prior to the application for enrollment in the arbitrary system.
      3. If the application is made on “humanitarian or other properly explained reasons”, you must complete Declaration Form F/7 (For humanitarian or other duly justified reasons, the applicant applies for the period that he or she stayed outside the Macao SAR to be considered as the time staying in Macao)Note(Sample of form completion)
        Note: If you are living in Guangdong-Macao In-Depth Cooperation Zone in Hengqin on or after 1 March 2023, fill out Declaration Form (F/7-A) ( (Sample of form completion) )
        and submit the supporting documents listed in the declaration form.
      4. By post: The applicant can mail the above documents to the Social Security Fund

      *If the applicant is a beneficiary of general subsidy of the Social Welfare Bureau (abbreviated to SWB in Macao), since the amount of contributions that he or she paid during the period of receiving the subsidy can be subsidzed by the SWB, the Application for Enrollment in the Arbitrary System has to be submitted to the SWB.
      **If the applicant is an incapacitated person, please refer to the procedures for applying on behalf of an incapacitated person.

Time Required to Process

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission). (Performance Pledge)

Remarks/Points to Note

  1. For beneficiaries of the old system (already enrolled before 1 January 2011), if they meet the contribution requirements for applying for old-age pension (at least 60 months of contributions) /after they start to receive old-age pension, the pension amount will not be adjusted if they continue to pay arbitrary system contributions, but they can continue to enjoy the protection of other social security benefits. In this case, the payment of old-age pension and sickness allowance shall not overlap with each other according to the law, but the beneficiary can still choose to receive the more favourable benefit.
  2. For beneficiaries of the new system (enrolled on or after 1 January 2011), the old-age pension amount is calculated proportionally by dividing the number of actual contribution months by 360. If the beneficiary continues to pay arbitrary system contributions after he/she has started to receive old-age pension, the pension amount can be adjusted in April each year until there are 360 months of contributions. At the same time, continuing to make contributions allows the beneficiary to continue to enjoy the protection of other social security benefits. In this case, the payment of old-age pension and sickness allowance shall not overlap with each other according to the law, but the beneficiary can still choose to receive the more favourable benefit.
  3. Notification methods:
    – Processed via “Macao One Account”: Notify by push notifications of “Macao One Account” on mobile phone, or you may click "My account" in “Macao One Account”, and check progress status in "My e-Affairs".
    – Processed via other means: Notify by official letter/SMS.
  4. For beneficiaries who have already applied to pay contributions by AutoPay, the contributions will be automatically deducted by the relevant bank on the last working day of the contribution month (January, April, July, October).

Time limit

The contributions of the preceding quarter are paid quarterly in January, April, July and October, being all paid by the beneficiary him/herself.

Remarks/Points to Note

  1. If the beneficiary chooses to pay contributions by using the beneficiary number and electronic payment advice number, the numbers can be obtained by using "Macao One Account" to log in to the Social Security Fund's "Online Services" platform in the contribution month.
  2. If you want to apply for the AutoPay service, you need to apply at the relevant bank before the contribution month. If you apply for the service only in the contribution month, the effective date of the AutoPay service will begin in the contribution quarter that immediately follows.
  3. Besides the AutoPay service that automatically deducts contributions from the relevant bank on the last working day of the contribution month (January, April, July, October), those who pay contributions by online banking should pay attention to the cut-off time of the related service of each bank in order to avoid paying the contributions late.
  4. Late payment of contributions
    If the contributions are not paid within the statutory period, the default contributions cannot be rectified except in the following circumstances:

    1. A late payment interest must be paid with the contributions within two months after the expiration of the statutory period. The interest is calculated at a monthly interest rate of 3% on the total amount of contributions overdue, where a fraction of a month shall be counted as a full month. If the interest calculated is less than 50 patacas, it will also be levied at 50 patacas (must be paid at a service point of the Social Security Fund);
    2. The reason for failing to pay contributions belongs to a force majeure situation accepted by the Administrative Committee of the Social Security Fund.

Related Specifications or Requirements

If a beneficiary is receiving a general subsidy from the Social Welfare Bureau (abbreviated to SWB in Macao), the amount of contributions that he or she has paid during the period of receiving the general subsidy can be subsidized by the SWB. Therefore, the beneficiary must apply to the SWB for the subsidy.

Remarks/Points to Note

  1. The contributions of the preceding quarter are paid quarterly in January, April, July and October, and deducted from the beneficiary’s remuneration by the department that he or she belongs, and paid to the Social Security Fund.

After the beneficiary has filled out the Application for Payment of Contributions of the Arbitrary System for In-Service Public Administration Staff Enrolled in the Retirement and Survivor’s Pensions Scheme (Form DC7) (Sample of form completion) and personally signed it, he or she can submit the completed form to the government department that he or she belongs, which will send a letter, together with the form, to the Social Security Fund. (The form is available at all service points of the Social Security Fund or can be downloaded from the Social Security Fund’s website)
  2. The front and back photocopy of the applicant’s Macao SAR Resident ID Card.

Remarks/Points to Note

After processing the application for suspending the payment of contributions, the Social Security Fund will notify the applicant by mail or mobile text message (SMS).

Time limit

The contributions of the preceding quarter are paid quarterly in January, April, July and October, and deducted from the beneficiary’s remuneration by the department that he or she belongs, and paid to the Social Security Fund.

Fees

Contribution amount: According to the Executive Order, the contribution amount is 90 patacas per month with effect from 1 January 2017.


Remarks/Points to Note

  1. Late payment of contributions
    If the contributions are not paid within the statutory period, the default contributions cannot be rectified except in the following circumstances:

    1. The contributions and a late payment interest must be paid within two months after the expiration of the statutory period. The monthly interest rate for late payment is 3% of the total amount of contributions due, where a fraction of a month shall be counted as a full month. If the calculated amount of interest is less than 50 patacas, it will also be levied at 50 patacas.
    2. The reason for failing to pay contributions belongs to a force majeure situation accepted by the Administrative Committee of the Social Security Fund.
  2. Ways to check your personal contribution information:
    1. Social Security Fund’s beneficiaries can check their personal contribution information by visiting a service point in person, calling the 24-hour interactive voice response hotline at (853) 2823 8238, or using the self-service machines with the Social Security Fund’s Enquiry Service label (How to use a self-service machine to check your personal contribution information).
    2. Log in to the Social Security Fund’s e-service platform using "Macao One Account" to check your personal social security information.
