d)   Viewing and downloading information on Contribution Payment Advice from the Social Security Fund
e)   Making payments to the Social Security Fund (Contributions under the Obligatory System/Employment Fee for Non-Resident Workers)

a) Reporting New Hires and Employment Termination

  • Users may use this function to report changes in the employment status of local employees. (If the employee concerned is under a fixed-term labour contract, after reporting the employment commencement date, the employer must also report the employee's number of working days under “Reporting of Contributions for Employees under Fixed-Term Labour Contracts”.)
  • If there are “no changes” to the employment status of local long-term employees in the quarter, no reporting is required. Employers may download the Contribution Payment Advice on the first day of the contribution month.

Reporting Procedures

  1. Users may report employee employment information via Single Entry or Batch Entry.
    I.   Single Entry: Enter the employment information for each employee individually.
II.  Batch Entry: Create a spreadsheet in the prescribed “Excel template” format that contains employee employment information, then import the data into the “Business & Associations Platform” System.
  2. After entering and saving the data, users must “submit” the information within the reporting period to complete the procedure.
  3. After data submission, the system will, based on the employer’s existing employee records and the data already “submitted”, provide a “Preview the Employee Information Format” (Excel format). Employers may preview the number of contribution units payable for long‑term employees in the quarter, the corresponding amounts, and the employment information of those employees. (applicable only to long‑term employees).
  4. Even if a long‑term employee is not required to make contributions in the month of employment commencement or termination because they worked fewer than 15 days, the employer must still, within the relevant reporting period, log in to the Business & Associations Platform to report the employee’s employment commencement or termination date.
  5. If the required employment information is not “submitted” within the reporting period, the employer must visit a Social Security Fund service point during the contribution month to complete the reporting and make payment.
  6. Beneficiary Enrolment – If a newly employed local employee has not previously been enrolled as a beneficiary under the Social Security System, the employer must complete the enrolment and contribution in the contribution month immediately following the commencement of the employment relationship. When an employer reports an employee’s commencement via the Business & Associations Platform, if the employee is eligible under the Social Security System, beneficiary enrolment will be processed simultaneously through the system, without the need for separate procedures.
  7. Employers in the following designated industries must upload electronic copies of the employee-signed declaration form and any other required documents (if applicable) through the Social Security Fund’s Electronic Filing System after reporting employee commencement via the Business & Associations Platform:
    I.   Declaration of Junket Promoter
II.  Declaration of Individual Insurance Agent
