Employers can access to the services below through the "Business & Associations Platform":

a)   Report new hires and employment termination
b)   Report monthly contribution information of casual workers
c)   View and download reporting records
d)   View and download Social Security Fund’s Contribution Payment Advice information
e)   Make payments to the Social Security Fund (Contributions of the Obligatory System/Employment Fee for Non-Resident Workers)

a) Report new hires and employment termination

  • Users can report staff change of local employees with this function.  (If the relevant employee is a casual worker, after reporting the employment start date, the number of working days of the casual worker must also be reported in the "Report the Monthly Contribution Information of Casual Workers".)
  • If there is "no change" of local long-term employees in the quarter, there is no need to report, and the Contribution Payment Advice can be downloaded directly on the first day of the contribution month.


How to report

  1. Users can report employee’s employment information through the reporting methods of [Single entry] and [Batch entry].
    I.   [Single entry]: Enter the employment information of each employee one by one.
    II.  [Batch entry]: Create a spreadsheet in an "Excel template" format that contains the employee’s employment information, and import the data into the system of Business & Associations Platform.
  2. After completing the data entry and saving of data, the information must be "submitted" within the reporting period in order to complete the relevant reporting procedures.
  3. After submitting the information, the system will provide a "Preview the Employee Information Form" (Excel format) based on the employer's original employee information and the "submitted" information.  Users can preview the number of contributions that need to be paid for the long-term employees in the quarter and the relevant amount, as well as the employment information of long-term employees in the quarter (applies only to long-term employees).
  4. Even the employer does not need to pay contributions for a long-term employee who has worked less than 15 days in the employment start or end month, the employer must still log in to the "Business & Associations Platform" within the corresponding reporting period, in order to report the employment start/end date of the employee.
  5. If the reported information is not "submitted" within the reporting period, the employer must visit a service point of the Social Security Fund within the contribution month to go through the relevant reporting procedures and make the payment.
  6. Enroll as a beneficiary – If the local employee hired has not enrolled as a beneficiary of the Social Security System, the relevant employer must enroll the employee within the contribution month that immediately follows the start of employment, and make contributions for him or her.  When the employer reports the start of employment through the "Business & Associations Platform", the new hire will be enrolled as a beneficiary of the Social Security Fund simultaneously if he or she is eligible for the Social Security System.  No separate procedures are required.
  7. After reporting the employment information through the "Business & Associations Platform", employers in designated industries below must upload to the Social Security Fund's Electronic Filing System the electronic file of the declaration signed by the employee as well as other required documents if applicable.
    I.   Declaration of Junket Promoter
    II.  Declaration of Individual Insurance Agent
    III. Declaration of Employee of Individual Insurance Agent
    IV.  Declaration of Domestic Work

b) Report monthly contribution information of casual workers

  • Users can report the number of working days per month for casual workers with this function.


How to report

  1. Users can report the number of working days per month for casual workers using the reporting methods of [Single entry] and [Batch entry].
    I.   [Single entry]: Enter the number of working days for each casual worker one by one.
    II.  [Batch entry]: Create a spreadsheet in an "Excel template" format that contains data on the number of working days of the casual workers, and import the data into the system of Business & Associations Platform.
  2. After completing the data entry and saving of data, the information must be "submitted" within the reporting period in order to complete the relevant reporting procedures.

d) View and download Social Security Fund’s Contribution Payment Advice information

  • Users can view and download information such as the payment advice and employee lists from the "Staff":
    I.   [Contribution Payment Advice] and [Local Employee List] for contributions of long-term employees/casual workers
    II.  [Payment Advice] and [List of Non-Resident Workers Required to Pay Employment Fee] for employment fee for non-resident workers
    III. [Payment List of Local Employees] and [Record of Payment] for contributions of long-term employees/casual workers
    IV.  [List of Non-Resident Workers Required to Pay Employment Fee] and [Record of Payment] for employment fee for non-resident workers

e) Make payments to the Social Security Fund (Contributions of the Obligatory System/Employment Fee for Non-Resident Workers)

  • Employers can use a variety of electronic payment tools to make payments to the Social Security Fund with this function.  After completing the payment, the payment receipt can be viewed and downloaded from the "e-Affairs".
