Interim Measures for Hong Kong, Macao, and Taiwan Residents to Participate in Social Insurance Scheme in the Mainland (hereinafter referred to as the “Interim Measures”) was implemented on 1 January 2020. After the measures were implemented, Macao SAR residents who are working, living or studying in the Mainland can participate in the social insurance scheme of the Mainland (as shown in the table below) in accordance with the relevant provisions of the Interim Measures, and they can enjoy the corresponding social insurance treatment when certain eligibility requirements are met. About the specific administrative procedures, please check with the social insurance agency of the place where you participate in the social insurance scheme of the Mainland.

Persons who are flexibly employed in the Mainland and have obtained residence permits

Can (voluntarily) participate in employee basic pension insurance and employee basic medical insurance in the place of residence

Persons who live in the Mainland and have obtained residence permits but are not employed

Can (voluntarily) participate in basic pension insurance and basic medical insurance for urban and rural residents in the place of residence

Persons studying in a university in the Mainland

Participate in basic medical insurance for urban and rural residents in the location of higher education institution in accordance with regulations

 

Macao residents, who voluntarily go to the Mainland for work, study or living, can make contributions to Macao’s Social Security System through the arbitrary system, and they can pay contributions to Macao Social Security Fund through Macao One Account, or designated banks’ AutoPay or online banking.

 

If a person is posted to work in the Mainland by a company in Macao, his/her employer in Macao shall continue to pay contributions for him/her through the obligatory system.

According to the "Interim Measures", Macao residents who are hired or recruited by employers of the Mainland should participate in employee basic pension insurance, employee basic medical insurance, work-related injury insurance, unemployment insurance and maternity insurance according to law.

 

While working in the Mainland, Macao residents can enjoy double protection if they participate in social insurance schemes of Macao and the Mainland, and pay contributions in both places. However, if a person does not intend to pay social insurance contributions in both places, he/she can apply to the Mainland for exemption from participating in the basic pension insurance and unemployment insurance of the Mainland with the contribution record of the Social Security System issued by Macao Social Security Fund (can be printed by yourself through the self-service machines (with a Social Security Fund’s logo) across Macao), but he/she must still participate in other types of insurance according to law.

 

About the specific administrative procedures for applying for exemption from participating in the pension insurance and unemployment insurance of the Mainland, please check with the social insurance agency of the place where you participate in the social insurance scheme of the Mainland.

A Macao resident who has participated in the social insurance scheme of the Mainland can choose to keep his/her social insurance individual account there when he/she leaves the Mainland, so that the contribution period can be accumulated when he/she make contributions again later. In addition, he/she may also choose to apply to end the social insurance relationship and get back the money in his/her social insurance individual account in one go. For specific administrative procedures, please check with the social insurance agency of the place where you participate in the social insurance scheme of the Mainland.

According to the relevant regulations in the Mainland, under normal circumstances, if a person has participated in the social insurance scheme and reached the legal retirement age and his/her contribution period has accumulated to 15 years, he/she may apply to receive basic pension insurance benefits. For details, please check with the social insurance agency of the place where you participate in the social insurance scheme of the Mainland.

According to relevant regulations in the Mainland, if a Macao resident has participated in basic pension insurance and reached the legal retirement age but his/her accumulated contribution period is less than 15 years, he/she can continue to make contributions or pay catch-up contributions. For details, please check with the social insurance agency of the place where you participate in the social insurance scheme of the Mainland.

Some provinces and cities in the Mainland have introduced electronic methods for survival certification (such as online channels or mobile applications). If necessary, you may check with the local social insurance agency that grants the benefit.


In addition, those who live in Macao and receive basic pension insurance benefits of Guangdong Province can go through the survival certification procedures for the basic pension insurance benefits of Guangdong Province through the “Mechanism for Verifying the Proof of Life for People from Guangdong and Macao”. Members of the public only need to visit a service point of Macao Social Security Fund in person and present their valid ID cards to go through the co-check procedures. After the procedures are completed, the relevant information will be sent by Macao Social Security Fund to the local social insurance agency of Guangdong Province.
