Service items

The Social Security Fund’s Electronic Filing System has the eight functions below:

a)  Account management (applies only to Staff Login Number (administrator) and master account)
b) Enquiry function
c) Reporting function
d) Download function
e) Function for receiving messages and sending attachments
f) Account information enquiry
g) Service applicatio
h) Receive text message (SMS) notifications

a) Account management (only applicable to Staff Login Number (administrator) and master account)

  • Staff Login Number (administrator) can set up and manage the master account(s) by themselves with this function.
  • Administrators of the master account and Staff Login Number can set up and manage sub-account(s) by themselves with this function, and grant the sub-accounts the usable functions in the system.  The functions that can be used include enquiry function, reporting function, download function, the function for receiving messages and sending attachments, and service application.

 

b) Enquiry function

  • Users can view and download information such as the Payment Advice and Employee List with this function:
    I.   [Reporting Version], [Payment List of Local Employees] and [Record of Payment] for Electronic Filing – Contributions of the Obligatory System (Long-Term Employee)/(Casual Worker)
    II.  [List of Non-Resident Workers Required to Pay Employment Fee] and [Record of Payment] for Electronic Filing – Employment Fee for Non-Resident Workers
    III. [Employer’s registration information]
    IV.  [Local Employee List – Contributions of the Obligatory System (Long-Term Employee)] (can only be accessed during the first quarter of using the system)

c) Reporting function

  • Users can report staff change of local employees with this function.  At the same time, users can enroll employees who have never enrolled as beneficiaries of the Social Security Fund.  Employers in specific industries can also upload the electronic file of the declaration to the Social Security Fund.
  • If there is "no change" for local long-term employees in the quarter, there is no need to report, and the Contribution Payment Advice can be downloaded directly on the first day of the contribution month.


How to report

  1. Users log in to the Electronic Filing Service Platform during the "Reporting Period" and report the staff change of long-term employees during the work quarter/the number of working days of casual workers during the work month.
  2. Users can report the employee’s employment information through the reporting methods of [Basic entry], [Batch entry], and [Import data with Excel].
    I.   [Basic entry]: Enter the employment information of each employee one by one.
    II.  [Batch entry]: Enter employment information in batches of employees.  Up to 50 employee information can be entered at a time.
    III. [Import data with Excel]: Create a spreadsheet in an "Excel template" format that contains the employee’s employment data, and import the data into the Electronic Filing Service Platform.
  3. Save and submit data:
    I.   Save data:
    After entering the information, the user needs to click "Save", check whether the Employer Registration Number that needs to report employment information is correct and then click "Confirm save", the system will save the employee’s employment information entered;
    II.  Submit data:
    After entering the employment information of all employees, the “master account” needs to click "Submit" during the reporting period, check whether the Employer Registration Number that needs to report employment information is correct, and select the statement "Employment relationship has been established with the employee(s)", and click "Confirm submit" to submit the information to the Social Security Fund in order to complete the reporting procedures for the current quarter (long-term employee)/month (casual worker).
  4. After the user "saves" or "submits" the data to the system, the system will provide a "Preview Employee Data Sheet" (Excel format) based on the employer's original employee information as well as the information that has been "saved" or "submitted" in the quarter.  Users can preview the number of contributions that need to be paid for the long-term employees in the quarter and the relevant amount, as well as the employment information of long-term employees in the quarter (applies only to long-term employees).
  5. If a long-term employee does not need to pay contributions because he or she has worked less than 15 days in the employment start or end month, the master account must still log in to the Social Security Fund’s Electronic Filing Service Platform within the corresponding reporting period or supplementary reporting period, in order to report the employee’s employment start/end date.
  6. If the master account does not "submit" the information within the reporting period, he or she must go to a service point of the Social Security Fund within the contribution month to go through the relevant reporting procedures, as well as making the payment.
  7. Enroll as a beneficiary – If the local employee hired has not enrolled as a beneficiary of the Social Security System, the relevant employer must enroll the employee within the contribution month that immediately follows the start of employment, and make contributions for him or her.  When the employer reports the start of employment through the "Business & Associations Platform", the new hire will be enrolled as a beneficiary of the Social Security Fund simultaneously if he or she is eligible for the Social Security System.  No separate procedures are required.
  8. After reporting the employment information through the "Business & Associations Platform", employers in designated industries below must upload to the Social Security Fund's Electronic Filing System the electronic file of the declaration signed by the employee as well as other required documents if applicable.
    I.   Declaration of Junket Promoter
    II.  Declaration of Individual Insurance Agent
    III. Declaration of Employee of Individual Insurance Agent
    IV.  Declaration of Domestic Work

d) Download function

  • Users can view and download the following information within the contribution month, and make payments through designated channels.
    I.   [Contribution Payment Advice], [Local Employee List] for the Electronic Filing - Contributions of the Obligatory System (Long-Term Employee)/(Casual Worker).
    II.  [Payment Advice], [List of Non-Resident Workers Required to Pay Employment Fee] for the Electronic Filing - Employment Fee for Non-Resident Workers.

e) Function for receiving messages and send attachments

  • Can receive messages from the Social Security Fund
  • Types of contribution-related documents transmitted by electronic transmission mode include:
    I.   Form for Enrollment of Beneficiary (Local Employee)
    II.  Photocopy of the employee’s Macao SAR Resident ID Card (front and back)
    III. Declaration of Junket Promoter
    IV.  Declaration of Individual Insurance Agent
    V.   Declaration of Employee of Individual Insurance Agent
    VI.  Declaration of Domestic Work
    VII. Financial Services Bureau, Salaries Tax Group I, Registration Form (M/2)
  • Withdrawal of Submitted Data about Long-Term Employees/Casual Workers
    In order to complete the reporting procedures, if a master account finds that the information submitted needs to be modified after he or she has "submitted" the data, the "submitted" information can be withdrawn with this function, and the master account can "submit" the employment information of all employees again after making the corrections.

f) Account information enquiry

  • One may check information about the current user of the system.

g) Service application

  • Apply for a Certificate of Employer's Contribution
     - When applying, one may choose to enter the subject (purpose of application) as needed, contact phone number, and select the location to pick up the certificate to apply for a Certificate of Employer's Contribution.
     - When collecting the certificate, the recipient must bring his or her identity document, company seal and receipt (please print it online first after completing the application), and pay the stamp duty at the same time.
