The three parties, Guangdong, Macao and Hengqin, jointly signed the “Memorandum on the Construction of Guangdong-Macao Social Insurance Window (Hengqin)” at Guangdong-Macao Cooperation Joint Conference in September 2022.  Recently (23 March) Guangdong-Macao Social Insurance Window (Hengqin) was officially launched, realizing "One Service Hall Providing Services for Two Regions", as well as providing social insurance public services of both Guangdong and Macao for Macao residents living and working in Hengqin.

Du Minqi, Secretary of the Human Resources and Social Security Department of Guangdong Province, Iong Kong Io, President of the Social Security Fund’s Administrative Committee of Government of the Macao SAR, Guo Jianhua, Deputy Secretary of the Social Insurance Management Center of the State Ministry of Human Resources and Social Security, Ng Chi Kin, Deputy Director of the Executive Committee of Guangdong-Macao In-Depth Cooperation Zone in Hengqin, Ren Tiejian, Vice Minister of Guangdong Liaison Department of the Liaison Office of the Central People’s Government in the Macao SAR presided over the launching ceremony of "Guangdong-Macao Social Insurance Window" (Hengqin).  Located at the Integrated Services Center of the Livelihood Affairs Bureau of Guangdong-Macao In-Depth Cooperation Zone in Hengqin, this special window is the first joint project constructed after the establishment of the In-Depth Cooperation Zone, by the three parties (Guangdong, Macao and Hengqin) in the field of social security.  Besides handling the social insurance public services of Guangdong Province for Macao residents there, this special window also provides guidance service to assist residents in handling online the various social security public services of Macao through the "Macao One Account", including the provision of the proof of life, application for old-age pension, application for birth/marriage/funeral allowance, application for starting, suspension and payment of the arbitrary system contributions, enquiries relating to Social Security System’s contributions, and general enquiries about the individual accounts of Non-Mandatory Central Provident Fund System, application for transferring funds out of and transferring funds to the government-managed sub-account.

Iong Kong Io, President of the Social Security Fund’s Administrative Committee, said in his speech that Guangdong-Macao Social Insurance Window (Hengqin) is an important symbol of innovation and cooperation in the field of social security, between Guangdong and Macao, allowing Macao residents living and working in Hengqin to access Macao's social security public services on the "Macao One Account" platform, with the guidance of dedicated staff of this special window, without the need to travel between the two regions.  In the future, the Social Security Fund will expand, in an orderly manner, more service items on the "Macao One Account" platform, and will actively cooperate with Guangdong and Hengqin to promote the in-depth docking of social insurance services of Guangdong and Macao.

Also present at the launching ceremony included heads and representatives of Administration of Social Insurance Fund of Guangdong Province, Guangdong Provincial Tax Service, Guangdong Provincial Development and Reform Commission (Provincial Greater Bay Area Office), Hong Kong and Macao Affairs Office of the People’s Government of Guangdong Province, Zhuhai People’s Government, Human Resources and Social Security Bureau of nine cities in the Pearl River Delta.  During the ceremony, they also visited the Construction Achievement Exhibition of "Bay Area Social Insurance Link" as well as the service point of "Bay Area Social Insurance Link" in Hengqin.
