Introduction to Electronic Filing System

Electronic Filing System has the following eight functions:

a)   Account management (only applicable to holders of Staff Login Number (Administrator) and master account)
b)   Enquiry function
c)   Reporting function
d)   Download function
e)   Function for receiving messages and sending attachments
f)   Check account information
g)   Service Application
h)   Receive SMS notifications
 

 a)  Account management (only applicable to holders of Staff Login Number (Administrator) and master account)

  • Holders of Staff Login Number (Administrator) can use this function to set up and manage the master account(s) by themselves.
  • The holders of master account and Staff Login Number (Administrator) can use this function to set up and manage sub-account(s) by themselves and grant the system functions that can be used by the sub-accounts, including the enquiry function, report function, download function, the function of receiving message and sending attachment, and application for services.
     

b)  Enquiry Function

  • Users can view and download information such as Payment Advice and Employee List:
    I.    Electronic Filing – Contributions of the Obligatory System (long-term employee)/(casual worker): (Reporting Version), (Payment List of Local Employees) and (Record of Payment)
    II.   Electronic Filing – Employment Fee for Non-resident Worker: (List of Non-resident Workers Required to Pay Employment Fee) and (Record of Payment)
    III. (Employer’s registration information)
    IV. (Local Employee List – Contributions of the Obligatory System (Long-term Employee) ) (available only in the first quarter)
      

c)  Reporting Function

  • If the local long-term employees "have no change" during the quarter, the Contribution Payment Advice can be downloaded directly on the first day of the contribution month.
  • Users can use this function to report staff change of local employees. At the same time, they can enroll employees who have never enrolled as beneficiaries of the FSS. Employers of specified industries can also use this function to upload the electronic file of the declaration to the FSS.
  • Users can report the employment information of employees using three reporting methods: (Basic Input), (Batch Input), (Import Data with Excel).
    I.    (Basic Input): Enter each employee’s employment information individually
    II.  (Batch Input): Enter the employees' employment information in batches, up to 50 employees’ data at a time
    III. (Import Data with Excel): Create a spreadsheet containing employee data in “Excel template” format and import data to the Electronic Filing System
  • Between the 21st day of the month preceding the contribution month and the 21st day of the contribution month, the system will provide the “Data Sheet for Previewing all Employee Data” (Excel format) based on the employer’s original employee data and the data that has been “saved” during the quarter. Users can preview the number and amount of contributions payable for long-term employees and the employment information of long-term employees for the quarter (applies only to long-term employees).
  • Both the master account and the sub-account can “save” the employment information of employees that have been input and the system will then generate a “Reporting Version”.
  • Only the master account has the function for “submitting” the employee data to the FSS. The master account is considered to have completed all the reporting procedures for the quarter (long-term employee)/the month (casual worker) only when he/she has “submitted” the employee data.

d)  Download Function

  • Users may view and download Payment Advice in the contribution month, and make their payment through dedicated channels. Viewable and downloadable information includes:
    I.    Electronic Filing – Contributions of the Obligatory System (long-term employee)/(casual worker): (Contribution Payment Advice), (Local Employee List).
    II.   Electronic Filing – Employment Fee for Non-resident Workers: (Payment Advice), (List of Non-resident Workers Required to Pay Employment Fee)
     

e)  Function for Receiving Messages and Sending Attachments

  • Can receive information from the Social Security Fund
  • Contribution-related documents transmitted through electronic transmission mode include:
    I.     Form for Enrollment of Beneficiary (Local Employee)
    II.   Photocopy of the employee’s Macao SAR Resident ID Card (front and back)
    III.  Declaration of Junket Promoter
    IV.  Declaration of Individual Insurance Agent
    V.   Declaration of Employee of Individual Insurance Agent
    VI.  Declaration of Domestic Work
    VII. Financial Services Bureau, Salaries Tax Group I, Registration Form (M/2)
  • Withdrawal of Submitted Data about Long-term Employees/Casual Workers
    In order to complete the reporting procedures, if a master account finds that the submitted information has to be amended after he/she has submitted the data, he/she can use this function to withdraw the “submitted” information and to “submit” again the employment information of all employees after the amendment. 
     

f)  Check Account Information

Can view the information about the current system user.

 

g)  Service Application

       Apply for a Certificate of Employer's Contribution

  • At the time of application, you can choose whether to enter the subject (purpose of application) according to your needs, then enter the contact phone number and select the location to pick up the certificate to apply for a Certificate of Employer's Contribution.
  • To pick up the certificate, the recipient must bring along the identification document, company chop and receipt (please print it online first after the application is completed) and pay the stamp duty at the same time.
